Պատվեր տվողների ու կատարողների փնտրտուք. «Փաստ»
POLITICS«Փաստ» օրաթերթը գրում է.
Վերջին շրջանում կառավարության տարբեր մակարդակի ներկայացուցիչներ ավելի ու ավելի հաճախ են սկսել հնչող քննադատությունները որակել որպես «իրենց դեմ պատվեր»:
Այս մտայնությունը, ցավոք, շատ վատ տեղ տանող ճանապարհ է:
Ինչ խոսք, բոլորս էլ գիտենք, որ կան գործիչներ և անհատներ, որոնք զերծ չեն մնում տարատեսակ պատվերներ տալուց և կատարելուց, սակայն սա չի նշանակում, թե ցանկացած քննադատություն կարելի է հեշտ ու հանգիստ գնահատել որպես իրականացվող պատվեր: Ի դեպ, հենց այդպիսի մոտեցումներ ունեին հանրապետականները, որոնք ցանկացած քննադատություն համարում էին ընդդիմադիր պոպուլիզմ կամ էլ, ասենք, «գրանտակերների պատվերը»:
Բառապաշարը, կարծես թե նույնն է, և հարկ էլ չկա ասելու, որ դա վատ է:
Մյուս կողմից պետք է ընդունել, որ նույն ՀՀԿ–ն կամ այլ ուժեր նորերին պետք է «քլնգեն», ինչպես իրենք` ժամանակին: Սա բնական է: Բնական է նաև, որ հասարակության 100 տոկոսը չի կարող ընդունել որևէ իշխանության բոլոր քայլերը: Բայց դա չի նշանակում, որ ամբողջ հասարակությանը կամ նրա մի հատվածին պիտի որակել որպես պատվեր կատարող: Եվ հետո, «պատվերի թիրախ» լինելու զգացողությունը, կամ գուցե մանիան, շատ ավելի վտանգավոր հետևանքներ կարող է ունենալ պաշտոնյայի կողմից սեփական անսխալականության չափազանցված ինքնաներշնչման դեպքում: Չէ՞ որ ակնհայտ է` երբ քննադատությունը որակվում է պատվիրված, ապա դա նշանակում է, որ իրականում քննադատությունը բխում է ոչ թե պատճառներից, այլ զուտ պատվեր լինելու բովանդակությունից:
Նման գնահատականը պարզապես նշանակում է, որ քննադատության թիրախ պաշտոնյան պարզապես հրաժարվում է ընդունել որևէ քննադատություն կամ անհամաձայնություն իր մտքերի կամ գործունեության վերաբերյալ , ինչն էլ իր հերթին բերում է իրականությունից կտրվելուն և պաշտոնեական ինքնասիրահարվածության: Այսինքն, տեղի է ունենում այն, ինչ տեղի ունեցավ հանրապետականների վարչակարգի հետ: Իսկ դա, ինչպես տեսանք, հղի է հեղափոխությամբ:
