Ավագանու ընտրությունների փորձաքարը. «Փաստ»
POLITICS«Փաստ» օրաթերթը գրում է.
Երևանում տեղի կունենան ավագանու արտահերթ ընտրություններ: Սա լավագույն հնարավորությունն է թե՛ նոր կառավարության, թե՛ քաղաքական այլ ուժերի համար՝ խորհրդարանական ընտրություններից առաջ «ռեպետիցիայի» տեսակետից: Ըստ էության, Երևանի ավագանու ընտրությունները ցույց կտան հատկապես «Ելք» դաշինքի (կամ՝ ՔՊ–ի) ռեալ համակիրների քանակը: Մինչ այժմ խոսվում է հանրային աննախադեպ վստահության մասին:
Այդ վստահությունն իսկապես էլ կա, սակայն թվերն այնուամենայնիվ կարևոր են, քանի որ հենց թվերով արտահայտված վստահությունն է տալիս իշխանության մանդատ: Անշուշտ, Երևանում գրանցվող պատկերը չի կարող ընդհանրական լինել ամբողջ Հայաստանի համար, սակայն Երևանն առնվազն Հայաստանի մեկ երրորդն է, ուստի հարկ էլ չկա ասելու, թե ինչպիսի կարևորություն ունեն մայրաքաղաքային ընտրությունները:
Բացի այս, զուտ տեխնիկական տեսանկյունից, կերևա, թե ինչ մակարդակով կկազմակերպվեն ավագանու ընտրություններ, ինչ թերություններ ու բացեր ի հայտ կգան և, վերջապես, արդյոք մենք հրաժե՞շտ ենք տալու ընտրակաշառք ու հարակից երևույթներին:
Այս բոլոր հարցերի պատասխանները սկզբունքային են խորհրդարանական ընտրություններից առաջ: Իհարկե, հետաքրքիր կլինի նաև տեսնել մի կողմից փաստացի իշխանության ղեկին գտնվող քաղաքական ուժի, մյուս կողմից՝ կարգավիճակի փոփոխություն ստացած այլ ուժերի, հատկապես ՀՀԿ–ի քարոզարշավի ոճը, թեմատիկան, ծրագիրը, թեպետ խոսակցություններ կան, որ ՀՀԿ–ն չի գնա ինքնասպանության և այս պահին զերծ կմնա ընտրություններին մասնակցելուց: Ըստ էության, սրանցով պայմանավորված՝ մենք կարող ենք կանխագուշակել, թե ինչ պետք է սպասել խորհրդարանական ընտրություններին ընդառաջ: Վերջապես, հնարավոր է, որ Երևանի ավագանու ընտրությունները փորձաքար դառնան հատկապես «Ելք» դաշինքի, դաշինքի անդամ կուսակցությունների և անհատների համար, քանի որ ներկայումս արդեն իսկ խոսվում են տարբեր մակարդակի հակասությունների ու ներկուսակցական մրցակցության մասին: Այս առումով ևս ավագանու ընտրությունները կարող են դառնալ լակմուսի թուղթ:
