Հայաստանի և Արցախի միջև պետք է մշակվի ու ստորագրվի ռազմաքաղաքական համագործակցության մասին պայմանագիր. ԼՂ ԱԺ փոխնախագահ
POLITICSՀայաստանի և Արցախի միջև պետք է մշակվի և ստորագրվի ռազմաքաղաքական համագործակցության մասին պայմանագիր: Այս մասին Tert.am-ի հետ զրույցում ասաց Արցախի Ազգային ժողովի փոխնախագահ Վահրամ Բալայանը:
«Որպեսզի 2 երկրների միջև համագործակցությունն իրավական հիմքերի վրա դրվի, կարծում եմ, որ նման պայմանագրի անհրաժեշտություն կա: Այդ պայմանագիրը պետք է ներառի Հայաստանի ու Արցախի պարտավորությունները, համաձայնությունները, քաղաքական համագործակցության բնույթը պատերազմի պայմաններում, խաղաղ ժամանակ կամ լարվածության շրջանում»,- մանրամասնեց ԼՂ ԱԺ փոխնախագահը:
Նա ասաց, որ ռազմաքաղաքական համագործակցության պայմանագրի պարագայում հակառակորդը կհասկանա, որ Արցախն ու Հայաստանը մեկ երկիր են:
«Այս պահին մենք առաջ ենք շարժվում Արցախը միջազգային, իրավական տեսանկյունից ճանաչելու ճանապարհով: Պետք է որոշակի իրավասությունների ու պարտականությունների տարանջատում լինի, որպեսզի միջազգային հանրությունն էլ հասկանա, որ 2 պետության կենսական շահն է իրար հետ համագործակցելը: Իհարկե, սա չի նշանակում, որ Հայաստանի ու Արցախի միջև այսօր համագործակցություն չկա, բայց կարծում եմ, որ նման պայմանագիրը նոր լիցք կհաղորդի մեզ»,-նշեց Վահրամ Բալայանը:
Խորհրդարանի փոխխոսնակն ասաց, որ Հայաստանի և Արցախի միջև ռազմաքաղաքական համագործակցության մասին պայմանագիրը կարող է իր մեջ ուղերձ պարունակել, որ հետագայում կա Արցախը Հայաստանի կողմից ճանաչելու պատրաստակամություն:
«Սա նաև կնպաստի միջազգային ճանաչման գործընթացի ակտիվացմանը, որովհետև օտարներն էլ կտեսնեն, որ Հայաստանը պատրաստակամություն ունի նման ճանապարհ անցնել»,- ասաց նա:
Ինչ վերաբերում է այն տեսակետներին, որ Հայաստանի նոր իշխանությունները պետք է վերահաստատեն քառօրյա պատերազմից հետո արտահայտած դիրքորոշումը, որ պատրաստ են ճանաչել Ղարաբաղի անկախությունը, եթե Ադրբեջանը պատերազմի, Վահրամ Բալայանն ասաց, որ նախկին իշխանությունների կողմից որդեգրվել էր քաղաքականություն՝ ունենալ Ադրբեջանին զսպելու լծակ, դրդել միջազգային հանրությանն ակտիվ միջնորդական առաքելություն իրականացնել: Նա ասաց, որ 2016թ.-ին «ճիշտը դա էր», իսկ ներկայումս այդ հարցը «ոտքի վրա լուծելու չէ, քննարկել է պետք»:
Բալայանի խոսքով՝ ՀՀ կողմից Արցախի անկախությունը ճանաչելուց հետո բանակցային գործընթացի համար որոշակի խոչընդոտներ կառաջանան, լարվածությունը կմեծանա, բայց պատերազմը, նրա խոսքով, պետությունների պատրաստվածությունից է կախված:
«Մեր երաշխիքը հայկական բանակն է, ժողովուրդն է, որը միասնական է»,- հավելեց ԼՂ ԱԺ փոխնախագահը:
