POLITICSՎերջին օրերի հրաժարականներն ու ազատումները վկայում են կադրային քաղաքականության բացակայության մասին: Այս մասին Tert.am-ի հետ զրույցում ասաց քաղաքական տեխնոլոգ Արմեն Բադալյանը:
«Իշխանափոխությունից հետո իշխանության եկած մարդկանցից շատերը չունեին համապատասխան կադրային պոտենցիալ, եղած կադրերն էլ մեկ ընդհանուր վեկտորային հայացք չունեն, արժեքային ընդհանուր հայացք չկա»,- ասաց Բադալյանը:
Քաղտեխնոլոգը շեշտեց, որ յուրաքանչյուր կադրի հրաժարական կամ ազատում պետք է առանձին դիտարկել, բայց ամեն դեպքում ասաց, որ երբ «փողոցից գալիս են պաշտոնի, պետք է ունենան դրան համարժեք գիտակցում, հասկանան՝ ինչ կարող է ասել և չասել տվյալ պաշտոնը զբաղեցնող մարդը»:
«Իշխանությունները, հեղափոխությունից արբեցած, ուզում են ամեն ինչ իրենց պատկերացրածով անել, արհամարհական վերաբերմունք են ցուցաբերում նախորդների և նախորդների կատարած աշխատանքի նկատմամբ:
Այդ արհամարհանքը արտահայտվում է, դուրս է գալիս ինչ-որ կերպ, ձևակերպումներ են հնչեցնում, որոնք գուցե չէին էլ ուզում անել, բայց անում են, որովհետև արհամարհանքը չես կարող թաքցնել»,- շեշտեց Արմեն Բադալյանը:
Քաղտեխնոլոգը բարձրացրեց ևս մեկ հարց՝ «Ֆեյսբուքը» չի կարելի դիտարկել որպես հանրային կարծիք և սոցիալական հարթակում ստեղծված աղմուկը չի կարելի հաշվի առնել:
«Ֆեյսբուքի կարծիքը հաշվի չպետք է առնել, դա Հայաստանի հասարակության կարծիքը չէ, այն չի կարելի օգտագործել հանրության տրամադրությունը չափելու միջոց: Երբ պաշտոնյան հրաժարական է տալիս, ինքը պետք է որոշի՝ համարժե՞ք է իր քայլը հրաժարականին, թե ոչ՝ հաշվի առնելով բարոյական չափանիշները, ոչ թե ֆեյսբուքյան արձագանքը»,- ընդգծեց Բադալյանը:
Բացի այդ, ըստ նրա, ձևավորվել է մարդկանց խումբ, ովքեր իրենց համարում են հեղափոխության շահառուներ և կարծում են, որ իրենց էլ պաշտոն պետք է հասնի, բայց չի հասնում և արդյունքում ստեղծվում է «պաշտոնը պահելու տենդենց»:
