Ինքնիշխանությունը` ելակետ. «Փաստ»
POLITICS«Փաստ» օրաթերթը գրում է.
Երեկ կառավարության նիստում վարչապետ Նիկոլ Փաշինյանը բավական կոշտ կերպով է արձագանքել Շիրակի մարզի Փանիկ գյուղում տեղի ունեցած միջադեպին` ռուսական 102–րդ ռազմաբազայի զորավարժության ժամանակ հնչած կրակոցների ու պայթյունների հետևանքով համայնքի բնակչությանը անհանգստացնելու հետ կապված: Վարչապետը բառացի նշեց. «Ես ուզում եմ հստակ արձանագրել, որ դա անթույլատրելի միջադեպ է, և ես դա համարում եմ սադրանք՝ ընդդեմ հայ–ռուսական բարեկամական հարաբերությունների և սադրանք՝ ընդդեմ Հայաստանի ինքնիշխանության»: Վարչապետի այս ձևակերպումը և, առավել ևս, շեշտադրումը Հայաստանի ինքնիշխանության վրա, բավական խոր ենթատեքստեր ունեն:
Հայաստանյան կառավարման վերին օղակներից վաղուց չէր լսվել ռազմաբազայի գործողությունների նկատմամբ նման կտրուկ գնահատական, առավել ևս այն դեպքում, որ ռազմաբազայի հրամանատարը ընդունել էր մեղավորությունը և ներողություն խնդրել բավական օպերատիվ կերպով: Նման պարագայում, որպես կանոն, հենց ներողությունով էլ ամեն ինչ ավարտվում էր:
Այս ամբողջ պատմության մեջ, սակայն, առավել հետաքրքիր են վարչապետի գնահատականի ենթատեքստերը և հղումը Հայաստանի ինքնիշխանությանը, ինչպես նաև հայ–ռուսական բարեկամության հիշատակումը: Սա ուղղակիորեն նշանակում է, որ ռուսական կողմից կան որոշակի անուղղակի կամ ուղղակի ճնշումներ, որոնց Հայաստանը պատասխանում է իր ինքիշխանության փաստը շեշտելով:
Անշուշտ, մենք սովորել ենք ռուսական կողմի կամ ռուսական որոշակի շրջանակների դիրքորոշումների, հայտարարությունների ու ձևակերպումների նկատմամբ տեսնել երկրի ղեկավարության ավելի շատ կրավորական կեցվածք: Սակայն Փաշինյանի գնահատականում նշված ուղերձներն, ըստ էության, մատնացույց են անում հայկական կողմի որոշակի դիմադրությունը: Որևէ մեկն, անշուշտ, չի կարող ասել, թե այդ դիմադրությունը հեշտ է լինելու և ամեն ինչ ավարտվելու է միայն հայտարարություններով, ուստի և՛ հասարակությունը, և՛ ղեկավարությունը պետք է պատրաստ լինեն ռուսական պաշտոնական գծին և դրա արբանյակներին ցույց տալու, որ Հայաստանում ներկայումս գործող իշխանությունն ունի աննախադեպ լեգիտիմություն և լիարժեք կերպով մանդատ ունի ցանկացած առիթով շեշտելու Հայաստանի ինքնիշխանության փաստը:
