 Բարձրագույն կրթության ոլորտը տարեցտարի նահանջ է ապրում, որի համար կան մի շարք օբյեկտիվ և սուբյեկտիվ պատճառներ:

«Արմենպրես»-ի հաղորդմամբ` ոչ պետական բուհերի ռեկտորների հետ քննարկմանն այս մասին ասել է ՀՀ կրթության և գիտության նախարար Արայիկ Հարությունյանը՝ ընդգծելով, որ խնդիրն առկա է նաև վերոնշյալ բուհերի պարագայում:

Ըստ նախարարի՝ դեմոգրաֆիական գործընթացների արդյունքում, երբ ուսանողների թիվը կրճատվել է, տեղի է ունեցել նաև բուհերի ընդհանուր որակի անկում:

«Բուհերն իրենց բյուջեների մեծ մասը համալրում են ուսանողների վարձավճարների հաշվին, որն էլ իր հերթին ազդում է կրթության որակի վրա: Ոչ պետական բուհերի հետ կապված՝ ունենք որոշակի ծրագրեր. մենք պետք է գույքագրենք՝ ինչպիսի բուհեր ունենք, որովհետև որքանով էլ դրանք մասնավոր են, սակայն անմիջական ազդեցություն ունեն կրթության որակի վրա: Իսկ պետությունը, որը կրթական քաղաքականության կազմակերպիչն է, չի կարող բարձիթողի վիճակ հանդուրժել ցանկացած ոլորտում, որը կարող է ազդել իր քաղաքականության վրա: Մենք, իհարկե, չենք ցանկանում արտաքին միջամտություն իրականացնել, բայց նաև բուհերը ստեղծված իրավիճակում պետք է մտածեն իրենց ապագայի մասին և քննարկեն միավորումների հարցը, որպեսզի խնդիրը չհասնի լիցենզիաների համապատասխանեցմանը կամ բուհերի փակմանը»,-նշել է նախարարը:

Նա շեշտել է, որ ոչ պետական բուհերից ինստիտուցիոնալ հավատարմագրում է անցել ընդամենը երկու ուսումնական հաստատություն՝ կոչ անելով մյուսներին ևս անցնել այդ գործընթացը:

«Այս տարի բոլոր բուհերում դիմորդների թվի պակասը լրացուցիչ խնդիրներ է առաջացրել: Եթե կան առաջարկներ, թե ինչպես կարող է պետությունն աջակցել ձեզ այս հարցում, որպեսզի ավելի լավ արդյունքներ գրանցեք, պատրաստ ենք լսել դրանք: Բացի այդ, մեծ մտահոգություն կա՝ կապված բժշկական բուհերի հետ: Այս հարցում մենք չենք կարող թույլ տալ, որ խնդիրը հանգեցնի անդառնալի հետևանքների՝ հաշվի առնելով այն երևույթները, որոնք առկա են որոշ ոչ պետական բուհերում»,-ասել է նախարարը:

Բուհերի ռեկտորները մի շարք հարցեր են ուղղել նախարարին, ինչպես նաև հանդես եկել առաջարկներով: Նրանց, մասնավորապես, հետաքրքրել է հավասար մրցակցային դաշտի ապահովման, մարզային բուհերի որակի, հավատարմագրման գործընթացի, ընդունելության քննությունների և այլ հարցերի հետ կապված խնդիրներ:

Ի պատասխան՝ Արայիկ Հարությունյանը նշել է, որ մրցակցային դաշտի ապահովումն անհրաժեշտ պայման է՝ ոլորտի զարգացման տեսանկյունից: «Մենք շահագրգիռ ենք, որ ոչ պետական բուհերը կայանան և խթան հանդիսանան մյուս բուհերի զարգացման և կրթության որակի բարձրացման համար: Իսկ պետական բուհերի հետ մրցակցել և համապատասխան արդյունքներ կարող են գրանցել միայն խոշոր ոչ պետական բուհերը»,-ընդգծել է նախարարը: Հանդիպման ավարտին պայմանավորվածություն է ձեռք բերվել նման հանդիպումները պարբերական դարձնելու վերաբերյալ:
