POLITICS«Փաստ» օրաթերթը գրում է.
Երեկ վարչապետ Նիկոլ Փաշինյանը լայն ձևաչափով մամլո ասուլիս տվեց լրատվամիջոցներին: Անշուշտ, մեկ դիտարկման սահմաններում հնարավոր չէ անդրադառնալ ասուլիսի ընթացքում հնչած բոլոր հարցերին ու պատասխաններին, ուստի կփորձենք խոսել հասարակությանը առավել հուզող խնդիրներից` տնտեսական բլոկի վերաբերյալ վարչապետի պատասխաններից:
Ըստ էության, հնչող հարցերից մեկին պատասխանելիս, վարչապետը շեշտեց, որ կառավարության ծրագրի տնտեսական հատվածում իրենք շատ մեծ ուշադրություն են հատկացրել կոռուպցիայի դեմ պայքարի: Անշուշտ, կոռուպցիայի դեմ պայքարը, վերջին շրջանում կատարված բացահայտումներն ու չարաշահումները դժվար է թերագնահատել:
Ոստիկանության, ԱԱԾ–ի և ՊԵԿ համապատասխան մարմինների կողմից հայտնաբերվեցին և բյուջե վերադարձվեցին միլիոնավոր դոլարների գումարներ: Այս փաստերն, իհարկե, դրական են, սակայն երբ խոսքը գնում է կայուն տնտեսական զարգացման մասին, ապա պետք է խոստովանել, որ բյուջետային նման մուտքերը էական ազդեցություն չեն կարող ունենալ տնտեսության զարգացման ու տնտեսական ակտիվության վրա: Այս մասին, ի դեպ, բարձրաձայնեցին մի շարք տնտեսագետներ ու տնտեսական մեկնաբաններ: Սա նշանակում է` կամ ներկա կառավարությունը զուտ ներկա պահին խնդիր է դրել առավելագույնս արմատախիլ անել կոռուպցիոն մեխանիզմները մինչ արտահերթ խորհրդարանական ընտրությունները, իսկ դրանցից հետո` հաղթելու դեպքում ձեռնամուխ լինել նոր տնտեսական քաղաքականության ու ռազմավարության, կամ կառավարությունը պարզապես հույսը դրել է կոռուպցիայի դեմ պայքարում բացահայտումների և բյուջե ներմուծվող, կարելի է ասել, «չեղած տեղից եկամուտների» վրա:
Սակայն երկու դեպքում էլ մենք ունենք խնդիր, քանի որ երկրի տնտեսությունը շարժուն օրգանիզմ է, և պարզապես չի կարող սպասել մինչև վերանա կոռուպցիան, ստեղծվեն զարգացման նոր հարթակներ ու երաշխիքներ, նոր մեխանիզմներ: Եթե մենք գործ ունենք երկրորդ կետով նշված իրողության հետ, ապա կարճ կարող ենք ասել, որ դա լուծում չէ, այն պարզ պատճառով, որ բյուջե վերադարձած գումարներով որևէ տնտեսություն չի կարող զարգանալ և վերջ, դրանք մի օր սպառվելու են:
