ՔԿ նախագահն աշխատանքային այցով մեկնել է Արմավիրի մարզ
SOCIETYՀՀ քննչական կոմիտեի նախագահ Հայկ Գրիգորյանն այսօր աշխատանքային այցով մեկնել է Արմավիրի մարզ՝ ծանոթանալու աշխատանքային պայմաններին և խնդիրներին, տեղեկացնում է ՀՀ քննչական կոմիտեն:
ՀՀ քննչական կոմիտեի մարմինների և ստորաբաժանումների աշխատանքների ուսումնասիրության համաձայն՝ մարզային ստորաբաժանումներից ամենամեծ ծանրաբեռնվածությունն ունի Արմավիրի մարզային քննչական վարչությունը. քննիչի միջին ծանրաբեռնվածությունը կազմել է 31 քրեական գործ։ Հուլիսի 26-ի դրությամբ վարչության վարույթում գտնվում է 323 քրեական գործ, որից 117-ը քննվում է Արմավիրի մարզային քննչական վարչության, իսկ 206-ը՝ Վաղարշապատի քննչական բաժնի վարույթում։
ՀՀ ՔԿ նախագահը տեղում ուսումնասիրել է պատճառները և տվել կոնկրետ հանձնարարականներ՝ աշխատանքի կազմակերպման և քննության արդյունավետությունը բարձրացնելու ուղղությամբ։
«Այսօրվա ստեղծված իրավիճակում նկատվում է քրեական գործերի, հետևապես նաև՝ քննիչների ծանրաբեռնվածության աննախադեպ աճ։ Նման պայմաններում ստորաբաժանումների ղեկավարները տեղերում պետք է վերանայեն աշխատանքի կազմակերպման ընդունված, ստանդարտ մեթոդները»,- ասել է ՔԿ նախագահը՝ հանձնարարելով, որ վարչությունների, բաժնի պետերը, տեղակալները ևս քրեական գործեր վարույթ ընդունեն և անձամբ քննություն իրականացնեն։
«Վարչության պետերն անմիջական պատասխանատվություն են կրում նախաքննության կազմակերպման արդյունավետության համար։ Անընդունելի է, երբ վարչության քննիչի վարույթում քննվում է 11, իսկ նույն վարչության այլ բաժնի քննիչի վարույթում՝ 33 քրեական գործ։ Դա չի կարող անհետևանք մնալ։ Պետը միայն մակագրություններ կատարելու համար չէ։ Վերլուծությունները պետք է պարբերաբար արվեն և դրան համարժեք քայլեր ձեռնարկվեն, օգնեն գերծանրաբեռնված քննիչներին, օրինակ՝ անձամբ վարույթ ընդունեն քրեական գործեր և քննություն իրականացնեն, կազմակերպեն քննիչների ժամանակավոր գործուղումներ՝ առավել ծանրաբեռնված ստորաբաժանումներ։ Դիտորդի դերն ուղղակի անընդունելի է»,- ընդգծել է ՔԿ նախագահը։ Վերջինս կարևորել է անձնակազմի կառավարման 3 կարևոր սկզբունք՝ անձնական օրինակ, հոգատարություն, խիստ և արդարացի պատիժ։
«Քննիչները երիտասարդներ են, որոնց մեծ մասը քննչական աշխատանքի մեծ փորձ չունի, և նրանց համար պետք է օրինակ ծառայեն հենց պետերը, քննիչը պետք է զգա ղեկավարի հոգատարությունը, բայց նաև գիտակցի, որ խախտումների, թերացումների դեպքում պատիժն անխուսափելի կլինի։ Միայն այս դեպքում կկարողանանք խոսել առողջ բարոյահոգեբանական մթնոլորտի մասին, ինչը աշխատանքի արդյունավետության կարևոր նախապայմաններից է»,- ասել է Հ.Գրիգորյանը։
ՀՀ ՔԿ նախագահի հանձնարարությամբ Արմավիրի մարզային քննչական վարչության երկու քննիչ գործուղվել է Վաղարշապատի քննչական բաժին՝ քրեական գործեր վարույթ ընդունելու և քննություն իրականացնելու համար։ Բացի այդ, կքննարկվի որոշ առանձնապես ծանր հանցագործությունների, ինչպես նաև՝ քննության տեսանկյունից առավել բարդ մի քանի քրեական գործերի վարույթն այլ ստորաբաժանում փոխանցելու հարցը։
