Դիվանագիտության մեջ կաշառք տալը հնուց եկած երևույթ է, պետություններն ու իրենց համապատասխան ծառայությունները միշտ էլ զբաղվել են նման հարցերով: Դեռևս անտիկ շրջանում արձանագրված են բազմաթիվ վկայություններ, երբ պարսիկ գործակալները կաշառում էին հունական քաղաք պետությունների ավագանիներին ու զորավարներին, որպեսզի վերջիններս համապատասխան լուրեր տարածեին իրենց երկրների ներսում կամ համապատասխան ծառայություններ մատուցեին պարսից արքունիքին: Մարդը միշտ էլ սիրել է ոսկին ու փողը, միշտ էլ հնարավոր է է համապատասխան մարդկանց հավաքագրել ցանկացած երկրում ու ցանկացած կառուցում: Սառը պատերազմի տարիներն, երբ և արևմուտքը և սոցիալիստական ճամբարի երկրները ուշի ուշով հետևում էին միմյաց գործողություններին, ժամակ առ ժամանակ ի հայտ էին գալիս այսպես կոչված սուպերգործակալներ, որոնք անգնահատելի տեղեկություններ էին փոխանցում սեփական երկրի մասին: Նման ճանապարհով 50 ականերին ՍՍՀՄ ը կարողացավ գողանալ ԱՄն ից արժեքավոր տեղեկություններ միջուկային զենքի մասին, իսկ 70 ականներին ԱՄՆ ը ՍՍՀՄ ից գողացավ ՌՕՈՒ ի նոր սերնդի ինքնաթիռների տեխնիկա-տակտիկական բնութագրերը, ինչը ԱՄՆ ին օգնեց առաջ անցնել այս ասպարեզում: Վերջապես՝ Հիսուսին մատնեց իր սիրելի աշակերտը: Այնպես որ, երբ մենք ականատես ենք լինում ակնհայտերոն Ադրբեջանի կողմից ֆինանսավորված հերթական հակահայկական բանաձևին, կամ հայտարարությանը՝ պետք չէ զարմանալ, կամ տխրել ուղղակի պետք է լավ հակաքայլեր մտածել ու գործել, թող ադրբեջանական փողը գնա նման բաների վրա, այլ ոչ թե՝ զենքի: Պետություն ենք ու մարտահրավերներ միշտ էլ կան ու կլինեն:
