Պատմաքաղաքական պրակտիկայում «պետության ձախողումը (ինչ-որ իմաստով «failure state») սկսվում է, երբ քաղաքական էլիտայի տարբեր շերտերը տևական ժամանակ սկսում են հասարակությունից կտրված իրականությամբ ապրել: Հասարակությունն իր հերթին նման պայմաններում աչքի չի ընկնում գործուն քաղաքական վարքով և նպատակային նախաձեռնողականությամբ: Մի տեսակ իրավիճակ է ձևավորվում, երբ պետությունն «իր համար է ապրում»՝ հասարկությունն՝ «իր»: Սա սովորաբար միօրյա վարք չէ, այլ շարունակական գործընթաց:

Նման իրավիճակը օրինաչափորեն հանգեցնում է լեգիտիմության ճգնաժամի՝ դրանից բխող իրավիճակներով՝ ներքին անկայությունության սեգմենտար/համընդհանուր աճ, սեփականության վերաբաշխման խմբային բախումներ, քաղաքացիական անհնազանդություն (կամ քաղաքական աբսենտեիզմ) ընդհուպ մինչև ներքին պատերազմներ: Միաժամանակ, երբ պետությունն անցնում է այն սահմանգիծը, երբ սուվերեն կարգավիճակով այլևս ունակ չէ գոյատևել, ապա կամ կազմալուծվում է, կամ դառնում մեկ՝ առավել մեծ պետական միավորի բաղադրիչ: Իհարկե լինում են նաև ավելի «դրամատիկ» ու «տրագիկ» սցենարներ ևս: Վերոնշյալները թերևս պատմաքաղաքագիտական օրինաչափություն են, որոնք բավական հաճախ բնորոշ են անցումներում խճճված կամ լճացած պետություն-հասարակություններին:

Պետության ձախողումը զուտ նրա անկախության և սուվերենության կորուստը չէ: Դա ավելի շուտ այն իրողության արձանագրումն է, որ այս կամ այն ազգը, նրա քաղաքական ակտիվն ունակ չէ պատմաքաղաքական զարգացման կոնկրետ փուլում ինչ-որ օբյեկտիվ, իսկ ավելի հաճախ սուբյեկտիվ հանգամանքներից ելնելով, օժտված լինելով լիազորություններով և ստանձնելով պատասխանավտություն որոշակի տարածքի վրա կենսագործող բնակչության համար, ընդունված օրենքների ու իրավունքի ներքո իրականացնել անվտանգ ու զարգացման հեռանկարով կառավարում: Դա ավելի շուտ կառավարման ճգնաժամնի դրսևորում է, որը կարող է հանգեցնել պետության կորստին:
