Լեռնային Ղարաբաղի հակամատության կարգավորման առնչությամբ, հատկապես, երբ խոսքը վերաբերում է անվտանգությանը, շատ կարեւոր է գործնականում, այլ ոչ թե միայն ձեւական աջակցություն ցուցաբերել ԵԱՀԿ Մինսկի խմբի համանախագահների ջանքերին: ՀՀ ԱԳ նախարար Էդվարդ Նալբանդյանի գնահատմամբ, պատճառն այն է, որ այդ ձեւաչափը միակն է, որ միջազգային մանդատ ունի: «ԼՂ հակամարտությունը միակն է, որի վերաբերյալ ԱՄՆ-ն եւ ՌԴ-ն ունեն միասնական մոտեցում: Այլ խնդիրների վերաբերյալ, ցավոք, միանման մոտեցում չկա: Սա այն հարթակն է, որտեղ այդ երկրները համագործակցում են եւ ներկայացնում մոտեցումներ, թե ինչպես պետք է կարգավորվի հակամարտությունը: Այդ առնչությամբ հինգ հայտարարություն է արված: Սա նույնպես բացառիկ երեւույթ է, քանի որ չկա այլ հակամարտություն, որի առնչությամբ այդ երեք երկրները հինգ հայտարարություն արած լինեն: Դրանք ընդհանուր հայտարարություններ չեն, այլ մանրակրկիտ ուսումնասիրված, մշակված առաջարկություններ եւ Հայաստանը յուրաքանչյուր հայտարարություն ողջունել է: Այսօր մեր դիրքորոշումը համահունչ է միջազգային հանրության դիրքորոշմանը, եռանախագահող երկրների առաջարկներին»,- «Արմենպրես»-ի փոխանցմամբ` ՆԱՏՕ-ի խորհրդարանակն վեհաժողովի Ռոուզ Ռոթ սեմինարին ասաց Էդվարդ Նալբանդյանը' հավելելով, որ ի տարբերություն Հայաստանի, Ադրբեջանը ոչ միայն մերժել է բոլոր առաջարկները, այլեւ մերժել է վստահության ամրապնդմանն ուղղված քայլերը:

«Երբ հնչում են հակասական ձեւակերպումներ ԼՂ հակամարտության կարգավորման առանչությամբ, դա տալիս է առիթ Ադրբեջանին, իր հանրային կարծիքի համար, հայտարարել' իբրեւ թե միջագային հանրությունն աջակցում է Ադրբեջանին: Իրականությունն այն է, որ միջազգային հանրությունն ունի իր դիքրորոշումը, որին Ադրբեջանը չի աջակցում: Սա է Հայաստանի եւ Ադրբեջանի դիրքորոշումների տարբերությունը»,- ասաց Նալբանդյանը:

Նա հիշեցրեց, որ որեւէ երկրի, կազմակերպության չի դիմել խնդրանքով, որպեսզի աջակցեն Հայաստանին: «Մեր դիրքորոշումը միշտ եղել եւ մնում է այն, որ միջազգային հանրությունը պետք է աջակցի միջազգային հանրության կողմից մանդատ ունեցող եռանախագահներին եւ դա կնապստի հիմնախնդրի կարգավորմանը»,- ասաց Նալբանդյանը:
