Եվրամիության պատվիրակության ղեկավար, արտակարգ և լիազոր դեսպան Պյոտր Սվիտալսկիի կողմից նշված, չօգտագործված շուրջ 110 մլն եվրոն ԵՄ ֆինանսական ինստիտուտների կողմից որպես համաֆինանսավորում տրամադրված վարկային ծրագրերի, Եվրոպական հարևանության հիմնադրամից հատկացվող դրամաշնորհային, Եվրամիության կողմից տրամադրվող բյուջետային և տեխնիկական աջակցության ընթացիկ ծրագրերի չօգտագործված միջոցների հանրագումարն է:

Tert.am-ի հարցմանը, թե արդյոք բանակցություններ տարվե՞լ են Հայաստանում ԵՄ պատվիրակության հետ՝ դեսպան Պյոտր Սվիտալսկիի նշած «սառնարանում մնացած» 110 միլիոն եվրոն Հայաստանի կողմից օգտագործելու մասին, այսպես են պատասխանել ՀՀ կառավարությունից:

«Նշված միջոցների իրացման գործընթացներում առկա խնդիրները և հնարավոր լուծումները քննարկվել են այս հուլիս ամսին փոխվարչապետ Մհեր Գրիգորյանի և Հայաստանում Եվրամիության պատվիրակության, ԵՄ բարձրաստիճան այլ պաշտոնատար անձանց հետ հանդիպումների ժամանակ»,- նշված է Կառավարության պատասխանում:

 Հիշեցնենք, որ  ԵՄ պատվիրակության ղեկավար Պյոտր Սվիտալսկին հուլիսի 20-ին լրագրողների հետ հանդիպմանը հայտարարել էր, որ Եվրամիության կողմից տրամադրված ֆինանսական աջակցությունից 110 միլիոն եվրոն անցած տարիներին դեռևս չի օգտագործվել:


«Սա այն գումարն է, որը Հայաստանը պետք է ակտիվացնի,- ասել էր նա՝ հավելելով,- նախքան խոսելը նոր փող ստանալու մասին, որն, իհարկե, լինելու է, նաև պետք է հետադարձ հայացք գցել: 110 միլիոն եվրոն սպասում է, սպասում է սառնարանում, և դրա օգտագործումը կախված է միայն Հայաստանից»:

Կառավարության՝ Tert.am-ին ուղարկված պատասխանում նաև նշված է․ «Քննարկումների ընթացքում Եվրոպական Միության ֆինանսական ինստիտուտների կողմից տրամադրված վարկային ծրագրերի մասով պայմանավորվածություն է ձեռք բերվել համատեղ քայլեր իրականացնել այդ ծրագրերով նախատեսված միջոցառումների նպատակային իրականացումն ապահովելու ուղղությամբ: Միաժամանակ կարևորվել է նաև ծրագրերի արդյունավետության և որակի պատշաճ վերահսկողության իրականացումը և այդ ուղղությամբ համապատասխան հանձնարարականներ են տրվել ծրագրերի իրականացման համար պատասխանատու պետական մարմիններին: Բյուջետային աջակցության ծրագրերի մասով քննարկվել է այդ ծրագրերով նախատեսված միջոցառումների և դրանց թիրախային ցուցանիշների ու ժամկետների հնարավոր վերանայման հարցը: Քննարկման արդյունքում պայմանավորվածություն է ձեռք բերվել առաջիկա ամիսներին նախապատրաստել և եվրոպական կողմին տրամադրել համապատասխան առաջարկություններ, ինչի վերաբերյալ հանձնարարականներ են տրվել բոլոր շահագրգիռ մարմիններին: Նշված առաջարկությունների քննարկման և համաձայնեցման պարագայում հնարավոր կլինի ապահովել այդ ծրագրերի սահուն ընթացքը և թիրախները համապատասխանեցնել նոր կառավարության առաջնահերթություններին: Համանման պայմանավորվածություններ են ձեռք բերվել նաև ԵՄ կողմից տրամադրվող տեխնիկական աջակցության ծրագրերի վերաբերյալ:

ՀՀ-ԵՄ ընթացիկ համագործակցության ծրագրերի իրականացման և ապագա ծրագրերի նախագծման աշխատանքների առավել արդյունավետությունն ու համակարգվածությունն ապահովելու նպատակով փոխվարչապետ Մհեր Գրիգորյանի գրասենյակի և ՀՀ-ում ԵՄ պատվիրակության միջև պայմանավորվածություն է ձեռք բերվել հստակ պարբերականությամբ կազմակերպել համատեղ հանդիպումներ»:
