Լարսում ռուսական կողմի հետ անցկացվել է խորհրդակցություն
SOCIETYՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարար Աշոտ Հակոբյանի, Վրաստանում Հայաստանի արտակարգ և լիազոր դեսպան Ռուբեն Սադոյանի, Դոնի Ռոստովում ՀՀ գլխավոր հյուպատոս Վարդան Ասոյանի և ռուս գործընկերների միջև Վերին Լարսի անցակետի ռուսական կողմում տեղի է ունեցել խորհրդակցություն:
Ինչպես տեղեկացրին ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարության լրատվական ծառայությունից, հանդիպման ընթացքում քննարկվել են Լարսի անցակետում ստեղծված իրավիճակը և խոշոր կուտակումների հիմնական պատճառները:
Ռուս գործընկերները ներկայացրել են որոշակի վիճակագրական տվյալներ: Նրանք նշում են, որ, ի տարբերություն 2017 թվականի տվյալների, 50 տոկոսով աճել է մարդատար մեքենաների, զբոսաշրջիկների՝ անցակետից օգտվելը: Ըստ կանխատեսումների՝ առաջիկայում այդ աճը կշարունակվի:
Լարսի անցակետը, համաձայն կանոնակարգի, ունի նախագծային անձնագիր, ըստ որի՝ այն օրական պետք է սպասարկի առավելագույնը 170 բեռնատար ավտոմեքենա, 3000 ֆիզիկական անձի, սակայն օգոստոսի 5-ի դրությամբ փաստացի սպասարկվել է 500 բեռնատար մեքենա և 15 հազար քաղաքացի:
Ռուս գործընկերների փոխանցմամբ՝ քանի որ անցակետում առաջնահերթությունը տրվում է մարդատար ավտոմեքենաներին, հետևաբար, ուղղակի փոխկապակցված ձևով, բեռնատար մեքենաների թողունակությունը նվազել է: Երբ լինում են մարդատար տրանսպորտային միջոցների կուտակումներ, Լարսի անցակետի սպասարկող բոլոր ուղիները տեղափոխվում են սպասարկելու մարդատար մեքենաներին:
Նախարարության տարածած հաղորդագրության համաձայն՝ ռուս գործընկերները տեղեկացրել են, որ շուրջ 2 շաբաթ առաջ անցակետում տեղի է ունեցել Մոսկվայից ժամանած մի խումբ պաշտոնյաների խորհրդակցություն: Ռուսական կողմը, ևս մտահոգ լինելով առաջացած կուտակումներով և քաղաքացիներին պատճառվող անհանգստությամբ, որոշում է կայացրել, որպեսզի շահագրգիռ բոլոր գերատեսչությունները շատ կարճ ժամկետներում ներկայացնեն առաջարկություններ, որոնցով հնարավոր կլինի բարձրացնել թողունակությունը՝ հաշվի առնելով նաև անցակետի աշխարհագրական բարդ դիրքը: Նրանց համոզմամբ՝ պետք է արդիականացվեն որոշ կանոնակարգեր և տրվեն ինժեներական լուծումներ:
Հայաստանի իշխանությունները, օգտագործելով երկու երկրների միջև գործող հարաբերությունները, կփորձեն պարզել, թե ռուս գործընկերները ինչ հեռանկարանային լուծումներն են նախատեսում իրականացնել:
Ռուսական օրենսդրությամբ անցակետում արգելվում է վիդեո և ֆոտո նկարահանումները, ուստի հրապարակված լուսանկարում ներկայացված է ընդլայնված խորհրդակցության փոքր հատվածը: Ռուսական կողմից հանդիպմանը ներկա են եղել բոլոր այն ծառայությունների ներկայացուցիչները, ովքեր պատասխանատու են անցակետում համապատասխան գործողությունների իրականացման համար:
