Տարբեր ժամանակներում կառավարող «քաղաքական ընտրանի» ասվածի, սնման աղբյուրների, հավաքագրման մեթոդների, զարգացման առանձնահատկությունների, հանրությունը տարբեր սահմանումներ է տվել:
19-րդ դարից վերոհիշյալ կառավարող փոքրամասնությունը անվանվեց «էլիտա» (ֆրանս. elite–վերնախավ), իսկ էլիտայի գործունեությունը ուսումնասիրողները հանդես եկան որպես էլիտարիստներ: Էլիտարիզմի զարգացման հետ զուգահեռ ասպարեզ եկան «ենթաէլիտա», «կոնտրէլիտա» հասկացությունները: Արդեն 19-րդ դարի վերջին և 20-րդ դարի սկզբին էլիտաների տեսության հեղինակներ իտալացիներ Պարետոն, Մոսկան և գերմանացի Միխելսն իրենց աշխատություններում էլիտային որպես հոմանիշներ հաճախ օգտագործել են «իշխող դաս», «օլիգարխիա» եզրերը:
Քաղաքական էլիտան բնակչության փոքրաթիվ և ինտելեկտուալ մասն է` պայմանավորված իր մասնագիտական գործունեության բնույթով, նա օժտված է առանձնահատուկ անձնական արժանիքներով: Ըստ էության, քաղաքական էլիտան իր քաղաքական և քաղաքակրթական հատկանիշներով ամբարում է իշխանության իրականացման մշակութային արժեքները, նորմերը, կարծրատիպերը, նախապաշարմունքները և ավանդույթները:
Քաղաքականությունը ծագումնաբանորեն կողմնորոշված է խմբային շահերի ներկայացման առաջնայնությունների, որոնց իշխանությունը ոչ մի դեպքում չի կարելի անտեսել, նույնիսկ համապետական մակարդակում՝ փորձելով միացնել դրանք հասարակության պահանջմունքներին: Այս հատկանիշի անտեսումը քաղաքականությանը զրկում է սոցիալական (ազգային, տարածքային, կոլեկտիվ) խմբերի շահերն հաշվառելու և համաձայնեցնելու իր ունակությունից: Այդ պատճառով պետությունը՝ որպես քաղաքական համակարգի գերակա ինստիտուտ, այլ ոչ թե մակրոտնտեսական կարգավորման կամ վարչարարության գործիք, առաջին հերթին շահագրգռված է հասարակությունում իշխանական հարաբերությունները վերահսկող, գործող վարչակարգի դիրքերի ամրապնդման մեջ:
Կան էլիտարիստներ, ովքեր էլիտան համարում են ինքնին արժեք` անկախ նրա իշխանական դիրքերից: Ավելին, նրանց համոզմամբ, իսկական հոգևոր էլիտան ձգտում է անջատվել զանգվածներից, մեկուսանալ, որպեսզի պահպանի իր արժեքները «զանգվածայնացումից»:
Էլիտան մշտապես պայքարում է երկու ելակետային երևույթների համար՝ քաղաքական որոշումների վրա ազդեցություն գործելու և քաղաքացիների աջակցությունն ստանալու համար: Էլիտայի ներկայացուցիչները հստակ գիտակցում են, որ իրենց նախընտրած ուղղությամբ շարժվելու անհրաժեշտությունը պետք է կիսեն հասարակական լայն շերտեր, բայց, բնականաբար, ոչ միշտ է դա հաջողությամբ պսակվում:
Ժամանակակից քաղաքական մարտահրավերները ստիպում է ՀՀ քաղաքական ընտրանուն ժողովրդավարացնել իշխանության իրականացման մշակույթը՝ բարձրացնելով կառավարման արդյունավետությունը: Այդ նպատակով իրականացվող բարեփոխումները պարտադրում է էլիտային հանդես գալ ոչ միայն քաղաքական իրողություններին համահունչ օրենսդրական փոփոխություններով, այլև ձեռնմուխ լինել նրանց արդյունավետ իրականացմանը:
