Հանքարդյունաբերությունը Հայաստանի տնտեսության ապագան չէ․ վարչապետը էկո Հայաստանի ջատագով է
LIFEԴԻԼԻՋԱՆ, 11 ՕԳՈՍՏՈՍԻ, ԱՐՄԵՆՊՐԵՍ։ Հայաստանի տնտեսության զարգացման կարևորագույն հենասյուներից մեկը պետք է լինի էկո Հայաստանի հայեցակարգը: Այս մասին օգոստոսի 11-ին Դիլիջանում լրագրողներին ասաց ՀՀ վարչապետ Նիկոլ Փաշինյանը՝ պատասխանելով «Արմենպրես»-ի հետևյալ հարցին․ «2017 թվականին Հայաստանի արտահանման կառուցվածքում հանքահումքային արտադրանքի մասնաբաժինը կազմել է 31 տոկոս, պատրաստի սննդի արտադրանքը՝ 24 տոկոս։ Արտահանման 25 տոկոսը բաժին է հասել ԵԱՏՄ երկրներին, մեծամասամբ Ռուսաստանին, 29 տոկոսը՝ ԵՄ երկրներին։ Եթե ԵՄ երկրներ հիմնականում հանքահումքային արտադրանք է արտահանվում, ապա Ռուսաստան պատրաստի արտադրանք։ Այս թվերի համատեքստում ուզում եմ իմանալ Ձեր քաղաքականությունը՝ կապված հանքարդյունաբերության, շուկաների դիվերսիֆիկացիայի հետ։ Հայտնի է, որ երկիրը, եթե ցանկանում է զարգացում ունենալ, պետք է խթանի պատրաստի արտադրանքի արտահանումը»։
«Հայաստանի տնտեսության զարգացման կարևորագույն հենասյուներից մեկը մենք համարում ենք էկո Հայաստանի հայեցակարգը: Ի՞նչ է դա նշանակում, երբ որ մենք ասում, որ որ մեր տնտեսական աճը ներառող չէ, դա նշանակում է, որ ինչ-որ ընկերություն ընդերքի արտահանմամբ ստանում է գերշահույթներ, կամ ընկերություններ, որոնք մեծ հաշվով ապահովում են տնտեսական աճի ցուցանիշներ, բայց նրանք հանրային կյանքի նկատմամբ չունեն այնպիսի ազդեցություն, ինչպիսին պետք է ունենան: Եվ ասեմ, որ, ինչպես ասել եմ, մետաղական հանքերում լինելու են շատ լուրջ ստուգումներ, բացառվում է որևէ հանք, որ խուսափի այդ ստուգումներից: Մենք տվյալներ ունենք պետության առջև պարտավորությունների թերկատարման մասին, և ես հավաստիացնում եմ, որ բոլոր այդ չկատարված պարտավորությունները կատարվելու են»,-ասաց վարչապետ Փաշինյանը։
Նա նկատեց, որ ռազմավարական առումով հանքարդյունաբերությունը Հայաստանի տնտեսության ապագան չէ, բայց և մեկ օրում իրավիճակը փոխել հնարավոր չէ։ Վարչապետի խոսքով՝ Հայաստանի տնտեսական ապագան բարձր տեխնոլոգիական արտադրանքի, թեթև ու սննդի արդյունաբերության, տեքստիլի ու կոշիկի արտադրության, ադամանդագործության, ոսկերչության, տուրիզմի, ինտենսիվ գյուղատնտեսության ոլորտներում է, ինչը պետք է հենված լինի էկո Հայաստանի հայեցակարգի վրա։
Հարցին՝ հնարավոր է հանքարդյունաբերությունն ավելի շատ հարկվի՝ վարչապետը պատասխանեց, որ դա հնարավոր սցենարներից մեկն է։ «Բայց այս պահի դրությամբ կան չվճարումների ու խախտումների մասին տեղեկություններ։ Մենք բոլորով զբաղվելու ենք, չի կարող լինել այնպես, որ ինչ-որ մեկն ինչ-որ կապերի, հանգամանքների բերումով այս կանոնից դուրս լինի։ Բոլորի նկատմամբ լինելու է նույն վերաբերմունքը»,-նշեց Նիկոլ Փաշինյանը։
