Հայաստանում շուրջ հարյուր հազար ընտանիք նպաստառու է. «Փաստ»
SOCIETY«Փաստ» օրաթերթը գրում է.
Ըստ ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության ամփոփ տեղեկատվության` 2018թ. հուլիսի 1-ի դրությամբ Հայաստանում ընտանեկան և սոցիալական նպաստներ ստացող ընտանիքների քանակը կազմել է 99 հազար 217: Ստացվում է, որ 99 հազար 217 ընտանիքի բյուջեն չի բավարարում տան անդամների` նորմալ կենսամակարդակով ապրելու համար:
Այս 99 հազար 217-ի մեծ մասը` 74 հազար 169-ը, ընտանեկան նպաստ ստացողներն են, իսկ 25 հազար 48-ը` սոցիալական նպաստ ստացող:
Հայաստանում ընտանեկան նպաստ ստանալու իրավունք ունի ընտանիքների անապահովության գնահատման համակարգում հաշվառված` մինչև 18 տարեկան անդամ ունեցող այն ընտանիքը, որի անապահովության միավորը բարձր է կառավարության կողմից տվյալ տարվա համար սահմանված ընտանեկան նպաստ ստանալու իրավունք տվող սահմանային միավորից:
Ընտանեկան նպաստի ծրագիրը գործում է արդեն 10 տարի, որը սոցիալական աջակցության հասցեական ծրագիր է՝ ուղղված աղքատ ընտանիքի կենսամակարդակի բարձրացմանը: Ընտանիքի անապահովության մակարդակը որոշվում է ընտանիքի յուրաքանչյուր անդամի սոցիալական խմբով` կենսաթոշակառու, հաշմանդամ, երեխա, գործազուրկ և այլն, որոնց համար սահմանված են որոշակի միավորներ և որոնց հիման վրա էլ սահմանվում է նպաստի չափը:
Ի տարբերություն ընտանեկանի` սոցիալական նպաստ ստանալու իրավունք ունեն ընտանիքների անապահովության գնահատման համակարգում հաշվառված` մինչև 18 տարեկան անդամ չունեցող ընտանիքները:
Ընտանեկան նպաստ ստացող ընտանիքների մեծ մասում` 66 հազար 945-ում, կա 5-18 տարեկան երեխա, իսկ 29 հազար 298-ում` մինչև 5 տարեկան: 9595-ը կենսաթոշակառու ընտանիք է, 7079-ում հաշմանդամության երրորդ կարգ ունեցող անդամ կա, 1084-ում` առաջին: 3677 ընտանիքում էլ թվով 4834 գործազուրկ է բնակվում:
2018 թ. հուլիսի 1-ի դրությամբ 5209 ընտանիք ստացել է եռամսյակային օգնություն, իսկ 1948-ը` միանվագ օգնություն, որից 1889-ը երեխայի ծննդյան դեպքում, իսկ 59-ը` ընտանիքի կենսաթոշակ չստացող անդամի մահվան դեպքում:
Երբ նայում ենք ընտանիքի կենսամակարդակի բարձրացմանն ուղղված նպաստներ ստացող ընտանիքների պատկերն ըստ ՀՀ մարզերի և Երևան քաղաքի, նկատում ենք, որ ընտանեկան և սոցիալական նպաստ ստացողների թիվը երկու դեպքում էլ գերակշռում է Լոռու մարզում` կազմելով համապատասխանաբար 13 հազար 480 և 4893:
2018թ. հուլիսի 1-ի դրությամբ ծերության, հաշմանդամության և կերակրողին կորցնելու դեպքում նպաստ ստացողների` նպաստառուների թվաքանակը կազմել է 63 հազար 717 մարդ, նպաստի միջին չափը՝ 17 794.2 դրամ, իսկ երեխայի ծննդյան միանվագ նպաստ ստացել է 16 հազար 94 ընտանիք:
