ՀՀ և Ադրբեջանի ՊՆ ոլորտի ղեկավարների միջև հեռախոսակապն այսօր Ադրբեջանի որոշմամբ չկա. ՊՆ

Երևանում անցկանցվող Ռոուզ Ռոթ 89-րդ սեմինարի ժամանակ  պատվիրակներից մեկը հետաքրքրվեց ՀՀ պաշտպանության նախարար Սեյրան Օհանյանից, թե հեռախոսային կապ Հայաստանի և Ադրբեջանի պաշտպանական ոլորտի ղեկավարների միջև կա:

Նախարարը նշեց, որ 2008թ-ից այս կողմ այդ կապը բացակայում է՝ Ադրբեջանի գործընկերների որոշմամբ:

«Եթե մինչ 2008 թ-ը եղել է հեռախոսային կապ տարբեր մակարդակներում, նկատի ունեմ հեռախոսային կապ, ոչ միայն նախարարների, այլ որոշ տեղերում հրամանատարների միջև, այսօր այդ կապը պարզապես բացակայում է, քանի որ ադրբեջանական մեր գործընկերների կողմից դրա հնարավորությունը բացառվել է: Բանակցային գործընթացների շրջանակներում եղել են հանդիպումներ, որոնց ժամանակ կայացել են իմ և Ադրբեջանի համապատասխան գերատեսչության ղեկավարի միջև խոսակցություններ: Եթե ներկայում արտաքին գործերի նախարարների միջև շփումները կան, ապա պաշպանական ոլորտի ղեկավարների միջև շփումները բացակայում են»,- ասաց Սեյրան Օհանյանը:

Հաջորդ հարցին, թե ինչ է տեղի ունենում հարևանների կողմից ուժի կիրառման դեպքում, Սեյրան  Օհանյանը ընդգծեց, որ հարցը կարևոր է, քանի որ 1994 թ-ի զինադադարի կնքումից մինչև այժմ, մշտապես հարևան Ադրբեջանը խախտումների է դիմել:

«Այդ խախտումներն արտահայտվում են դիպուկահարների ու անկանոն կրակոցների տեսքով, արտահայտվում են դիվերսիոն հետախուզական գործողություններով ու լարումը սահմանին պարբերական բնույթ է ստացել: Լարվածությունը հասել է իր գագաթնակետին 2014-2015 թթ.-ին, և ի դեպ, դա ԼՂ շփման գոտուց տեղափոխվել է ՀՀ սահմանամերձ բնակավայրերի»,- ասաց նախարարը:

Պաշտպանության նախարարը նաև նշեց, որ վերջին շրջանում լարվածությունը նվազել է, ինչը, ըստ նրա, պայմանավորված է Ադրբեջանում անցկացվող սպորտային խաղերով:

«Ամեն դեպքում Ղարաբաղում պաշտպանության բանակի ստորաբաժանումները միշտ արել են ամեն ինչ, որ լարվածությունն իջնի, զսպման մեխանիզմներ են ձևավորվել ու հայկական կողմից միշտ զսպվածություն է դրսևորվել: Մենք գտնում ենք, որ բանակցային գործընթացում առաջին նախապայմանը վստահության մեխանիզմների ձևավորումն է, սակայն այդ հարցում հայկական կողմը հանդիպում է նրանց դիմադրությանը»,- ասաց նախարար Օհանյանը:
