Արա Բաբլոյանը հանդիպել է վարչապետ Նիկոլ Փաշինյանի հետ

Օգոստոսի 27-ին կայացել է ՀՀ Ազգային ժողովի նախագահ Արա Բաբլոյանի և ՀՀ վարչապետ Նիկոլ Փաշինյանի հանդիպումը։ Ինչպես տեղեկացրին ՀՀ Ազգային ժողովի լրատվության և հանրության հետ կապերի վարչությունից, հանդիպման նախաձեռնությամբ ավելի վաղ հանդես էր եկել Ազգային ժողովի նախագահը՝ երկրի ներքաղաքական դրության մասին արված հայտարարությունով։
Բարձրացված հարցերի շուրջ քննարկումների արդյունքում օրենսդիր և գործադիր մարմինների ղեկավարները մասնավորապես արձանագրել են.
- Անկախ քաղաքական հայացքներից Հայաստանի Հանրապետությունում յուրաքանչյուր ոք ունի խոսքի և տարբերվող կարծիքի ազատության իրավունք։
- Դատարանների անկախությունը երկրում արդարադատության ապահովման կարևորագույն երաշխիք է, հետևաբար օրենսդիր, գործադիր և դատական իշխանությունների բաժանման ու հավասարակշռման մեխանիզմը որևէ կերպ չպետք է խաթարվի։
- Արադարադատության իրականացման գործում Հայաստանի դատական համակարգն իր ողջ գործիքակազմով իրեն չի սպառել, այդուհանդերձ, եթե քաղաքական քննարկումների արդյունքում կողմերը գտնեն, որ կա անհրաժեշտություն «անցումային արդարադատության» ինստիտուտի, ապա դա պետք է իրականացվի Սահմանադրության և համապատասխան օրենսդրական դաշտի փոփոխություններով և միևնույն ժամանակ որևէ կերպ չվնասի արդարադատությանը:
- ՀՀ ԱԺ կողմից 07.06.2018 թվականին հավանության արժանացած Կառավարության ծրագրի համաձայն «Արտահերթ խորհրդարանական ընտրություններն անհրաժեշտ է անցկացնել առավելագույնը մեկ տարվա ընթացքում»: Արտահերթ խորհրդարանական ընտրությունները սահմանադրական փոփոխությունների միջոցով անցկացնելու դեպքում մեխանիզմների շարքում հանրաքվեի ինստիտուտը կարող է լինել ամենաժողովրդավարականը, քանի որ փոփոխության ենթակա Սահմանադրությունն ընդունվել է հանրաքվեով։ Այդուհանդերձ, այս հարցում որևէ տարբերակի ընտրությունը պետք է արվի հանրային ու քաղաքական լայն քննարկումների արդյունքում։ Այդպիսի հնարավորությունները սպառված չեն թե՛ խորհրդարանում և թե՛ հանրային լայն շրջանակներում։
