ՀԾԿՀ-ը հորդորում է խմելու ջրի սակագների ճշգրտման վերաբերյալ եզրահանգում կառուցել բացառապես գործող կարգավորումներին պատշաճ

ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովը երեկ պաշտոնական հրապարակմամբ հանրությանը ներկայացրել է այն իրավական և փաստական հիմնավորումները, որոնց ուժով խմելու ջրի ոլորտի սակագների ճշգրտման գործընթացում Հանձնաժողովի լիազորությունները կրում են տեխնիկական բնույթ, և վերջինիս հայեցողությունն իսպառ բացառված է։

Այսօր նոր հայտարարությամբ Հանձնաժողովը ներկայացրել է մի քանի փաստարկներ՝ նշելով, որ իրենք չէին կարող ազդեցություն ունենալ ջրի սակագնի որոշման կայացման վրա: Հայտարարությունը ներկայացնում ենք ստորև.

Ø  Բազիսային սակագները ձևավորվել են միջազգային մրցույթի արդյունքում,

Ø  Բազիսային սակագները սահմանվել են «Վեոլիա Ջուր» ՓԲԸ-ի հետ ՀՀ կառավարության կնքած վարձակալության պայմանագրի համաձայն և ամրագրվել մրցութային փաթեթի մաս կազմող սակագնային հավելվածով՝ հետագա 15 տարիների համար,

Ø  Բազիսային սակագները ենթակա են ճշգրտման սակագնային հավելվածով ամրագրված բանաձևերով՝ պայմանավորված 3 գործոնով (սղաճ, էլեկտրական էներգիայի սակագնի փոփոխություն և ամրագրված սպառման բազիսային ծավալների փոփոխություն):Ուստի, ԶԼՄ-ներով շրջանառվող տեղեկատվությունն այն մասին, որ սակագին բարձրացնելու հայտը քննելիս՝ հանձնաժողովը պետք է հաշվի առներ «Վեոլիա Ջուր» ՓԲԸ-ում  ջրի կորուստների ու անարդյունավետ գնումների վերաբերյալ փաստերը, չունի որևէ իրավական հիմք, քանի որ նշված գործոնները չեն կարող ազդեցություն ունենալ հանձնաժողովի կողմից սակագների ճշգրտման գործընթացում (ճշգրտման գործոնները սպառիչ սահմանված են)։ Ավելին, համաձայն վարձակալության պայմանագրի, ջրի կորուստների և գնումների հետ կապված հարաբերությունները նշված  պայմանագրի կարգավորման առարկա են:

Հանձնաժողովը ևս մեկ անգամ հորդորում է՝ իր կողմից խմելու ջրի սակագների ճշգրտման վերաբերյալ ցանկացած եզրահանգում կառուցել բացառապես գործող կարգավորումների պատշաճ ուսումնասիրության արդյունքում, հետո միայն հրապարակայնորեն հանդես գալ»։

Հիշեցնենք, որ «Վեոլիա ջուր» ՓԲԸ-ի կողմից մատուցվող ծառայությունների սակագների ճշգրտման 2017-2018 թթ. հայտը հաստատելու նպատակով այն ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովին ներկայացնելուց առաջ, նույն ընկերության տնօրեն Կրիստիան Լըֆեն և գործառնական տնօրեն Գոռ Գրիգորյանը, կաշառք տալու դիտավորությամբ ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովի նախագահ Ռոբերտ Նազարյանի և ՀԾԿՀ ևս 7 պաշտոնատար անձանց համար «Վեոլիա ջուր» ՓԲԸ ֆինանսական ծախսային միջոցներից 26.08.2017թ. գնել և տրամադրել են Երևան-Փարիզ-Երևան ուղղությամբ, ընդհանուր 4,239,235,8 դրամ արժողությամբ 8 ավիատոմսեր, իսկ հյուրանոցի ծախսերի համար փոխանցել են ևս 8.359.133 դրամին համարժեք՝ 15.338,18 եվրո, որն ընդհանուր կազմել է 12,598,368 դրամ, ինչից հետո հանձնաժողովի կողմից 22.11.2017 թ. համապատասխան որոշմամբ խմելու ջրի սակագինը բարձրացվել 11,414 դրամով՝ 180 դրամից դառնալով 191,414 դրամ, որը սուբսիդավորման կարգով փոխհատուցվում է ՀՀ կառավարության կողմից։
