ՀՀ վարչապետ Նիկոլ Փաշինյանի գլխավորությամբ կառավարությունում այսօր տեղի ունեցած խորհրդակցության ընթացքում քննարկվել են ճանապարհաշինության և ճանապարհների վերանորոգման ոլորտում ընթացիկ ու հեռանկարային ծրագրերը: Այս մասին տեղեկացրին ՀՀ կառավարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից:

 

Վարչապետը նշել է, որ պետությունը պատասխանատու է ենթակառուցվածքների որակի և բնականոն աշխատանքի համար. «Այսօր, ցավոք, ենթակառուցվածքների որակի մակարդակով չենք գտնվում այն վիճակում, որում կցանկանայինք գտնվել, բայց նաև հասկանում ենք, որ պետք է հնարավորինս արագ և արդյունավետ ջանքեր գործադրենք՝ այդ վիճակում հայտնվելու համար: Մեզ համար շատ կարևոր է, որ ընթացիկ ճանապարհաշինական ծրագրերը էական որակական փոփոխություն ունենան՝ նախկինի համեմատ: Շատ կարևոր է որակի վերահսկողությունը, տեխնիկական վերահսկողությունը, որպեսզի միջոցները, որոնք ծախսվում են, ծախսերը լինեն արդյունավետ այնքանով, որ այդ ճանապարհները ծառայեն բավարար չափով և ծառայեն այնքան, որքան նախատեսված է դրանց տեխնիկական կանոնակարգերով»:

 

Տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարար Աշոտ Հակոբյանը կառավարության ղեկավարին զեկուցել է 2018թ. ՀՀ պետբյուջեով միջպետական, հանրապետական և մարզային նշանակության ճանապարհների հիմանորոգման աշխատանքների մասին. նրա խոսքով՝ ոլորտի այս տարվա բյուջեն 6.4 մլրդ դրամ է, որով նախատեսված էր կառուցել 66 կմ ճանապարհ, բայց տնտեսման արդյունքում մինչև տարեվերջ կառուցվելու է 77 կմ ճանապարհ՝ 11 կմ-ով ավելի, և ընթացիկ ծրագրերը կատարվելու են ողջ ծավալով: Նախարարը վարչապետին զեկուցել է նաև, որ արդեն իսկ մեկնարկել են Տավուշի մարզի Ջուջևան-Նոյեմբերյան ավտոճանապարհի  հիմնանորոգման աշխատանքները, որոնք իրականացվում են մեծ թափով և ավարտին կհասցվեն մինչև տարեվերջ:

 

Ա.Հակոբյանի խոսքով՝ պետբյուջեով առաջացած խնայողությունների հաշվին նախատեսվում է մինչև տարեվերջ իրականացնել հիմնանորոգման լրացուցիչ աշխատանքներ, ինչպես նաև սկսել հաջորդ տարվա շինաշխատանքների նախագծերի կազմման գործընթացը: Զեկուցվել է նաև միջհամայնքային նշանակության և Համաշխարհային բանկի «Կենսական նշանակության ճանապարհացանցի բարելավման ծրագրի լրացուցիչ ֆինանսավորում» վարկային ծրագրի շրջանակում վերականգնվող ճանապարհների շինաշխատանքների վերաբերյալ:

 

Վարչապետը, կարևորելով խնայված ռեսուրսների հաշվին մինչև 2018 թ. ավարտը նախատեսվածից ավելի շատ ճանապարհահատվածների նորոգումը, հանձնարարել է շահագրգիռ գերատեսչությունների ղեկավարներին՝ ևս մեկ անգամ ուսումնասիրել այդ շրջանակի ընդլայնման հնարավորությունները և լրացուցիչ միջոցներն ուղղել այնտեղ, որտեղ կան պատրաստի ճանապարհաշինական նախագծեր:

 

Խորհրդակցությանը քննարկվել են հանրապետության ճանապարհային ցանցի պահպանմանը, սպասարկման մեխանիզմներին, որակական և տեխնիկական չափանիշների հստակեցմանը, մրցույթների պայմաններին, գնումների գործընթացին առնչվող մի շարք հարցեր:

 

Ոլորտում վերահսկողության արդյունավետության բարձրացման համատեքստում վարչապետ Փաշինյանը կարևորել է որակական ու տեխնիկական հստակ բնութագրերի սահմանումը և հանձնարարել է պատասխանատուներին՝ համատեղ քննարկել ու ներկայացնել ընդհանուր լուծումներ:
