ՀՀ ոստիկանությունը հայտնաբերել է ԱՄՆ կողմից հետախուզվող թուրքին

Ոստիկանության կազմակերպված հանցավորության դեմ պայքարի գլխավոր վարչության ծառայողներն օգոստոսի 29-ին, համագործակցելով Հայաստանում Ինտերպոլի ազգային կենտրոնական բյուրոյի ծառայողների հետ, Երևանում հայտնաբերեցին Ամերիկայի Միացյալ Նահանգների իրավապահների կողմից հետախուզվող, ազգությամբ թուրք Քևին (Քեմալ) Օքսուզին, որը ձեռնարկատիրական գործունեություն ծավալելու նպատակով Հայաստանում հիմնադրել էր ՍՊԸ և սկսել գործունեություն:
Ինչպես տեղեկացրին ՀՀ ոստիկանության հասարակայնության հետ կապերի և լրատվության վարչությունից, օգոստոսի 23-ին Քևին Օքսուզի նկատմամբ հայտարարվել էր միջազգային հետախուզում ԱՄՆ քրեական օրենսգրքի հատկանիշներով, մասնավորապես՝ ԱՄՆ ներկայացուցիչների պալատի էթիկայի հանձնաժողովից փաստացի նյութերը կեղծելու միջոցով թաքցնելու և ներկայացուցիչների պալատի էթիկայի հանձնաժողովին կեղծ հայտարարագիր ներկայացնելու (4 դրվագ) մեղադրանքներով:

Միջազգային հետախուզում հայտարարելուց հետո՝ հաջորդ օրն իսկ, նա ոստիկանության տեսադաշտում էր, և ոստիկանության պետի անմիջական հսկողությամբ ձեռնարկվեցին ծավալուն, անհետաձգելի օպերատիվ-հետախուզական միջոցառումներ:

Օքսուզը թուրքամերիկացիների և եվրասիացիների հասարակական, շահույթ չհետապնդող կազմակերպության նախագահն էր: Կազմակերպության նպատակն էր սերտ հարաբերություններ հաստատել թուրքերի և ամերիկացիների միջև՝ կազմակերպելով ուղևորություններ դեպի Թուրքիա և Ադրբեջան:
2013 թվականին Օքսուզը այլ անձանց հետ մի քանի ԱՄՆ կոնգրեսականների էր հրավիրել մասնավոր ուղևորության դեպի Ադրբեջան և Թուրքիա:

ԱՄՆ կոնգրեսականների մասնավոր այցերը կանոնակարգվում են Էթիկայի հանձնաժողովի կողմից՝ ԱՄՆ ճանապարհորդությունների մասին կանոնակարգի դրույթների համաձայն: Այս կանոնակարգի համաձայն՝ ուղևորության հովանավորները պետք է լրացնեն հատուկ ձևաթղթեր, ինչը կհավաստի ուղևորության համար ծախսվող ֆինանսավորման աղբյուրները, նաև պետք է նշվի վճարումների աղբյուրը և փաստացի ծախսերը:
Որպես ճամփորդության ենթադրյալ կազմակերպիչ Օքսուզը էթիկայի հանձնաժողովին ներկայացրել է ձևաթղթեր, որոնք կեղծել է, և նշել, որ կազմակերպությունը ուղղակի կամ անուղղակի որևէ աղբյուրից ֆինանսական միջոցներ չի ստացել:

Պարզվել է, որ Օքսուզի ղեկավարած կազմակերպությունը փաստացի չի վճարել բոլոր ծախսերի համար և ստացել է ֆինանսավորումներ, այդ թվում՝ Ադրբեջանի կառավարությանը պատկանող` «Սոկար» նավթարդյունաբերական ընկերությունից:

Պարզվել է նաև, որ ԱՄՆ կոնգրեսի 9 անդամներ և աշխատակազմի 32 անդամներ ստացել են հարյուր հազարավոր դոլարների արժողության նվերներ: 

Քեմալ Օքսուզը, ով ԱՄՆ քաղաքացի դառնալուց հետո անունը փոխել է Քևինի, իր գործունեությունից ներկայացրեց նաև որոշ մանրամասներ:
