ՀՀ սփյուռքի նախարարության ՊՈԱԿ-ի պաշտոնատար անձանց կողմից առերևույթ չարաշահումների դեպքի առթիվ հարուցվել է քրգործ

ՀՀ քննչական կոմիտեի ՀԿԳ քննության գլխավոր վարչությունում հարուցվել է քրեական գործ՝ ՀՀ սփյուռքի նախարարության «Հայրենիք-սփյուռք կենտրոն» պետական ոչ առևտրային կազմակերպության պաշտոնատար անձանց կողմից առերևույթ չարաշահումներ կատարելու դեպքի առթիվ։ Այս մասին տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության հետ կապերի բաժնից:
Նախնական քննության տվյալներով՝ ՀՀ սփյուռքի նախարարության «Հայրենիք-սփյուռք կենտրոն» պետական ոչ առևտրային կազմակերպության կողմից 2015թ. ընթացքում պետական բյուջեով հատկացված դրամաշնորհի շրջանակներում հայտարարվել է մրցույթ՝ ծառայությունների գնման նպատակով: Մրցույթին մասնակցության հայտ են ներկայացրել երեք ընկերություն, որոնցից մեկը ներկայացրել է 21.244.200 ՀՀ դրամով ցածր գնային առաջարկ, քան՝ մյուս ընկերությունները, ինչը մերժվել է։ Փոխարենը՝ ծառայությունների մատուցման պայմանագրերը կնքվել են մյուս երկու ընկերությունների հետ՝ պետությանը պատճառելով էական վնաս:
Բացի այդ, առերևույթ չարաշահումներ են հայտնաբերվել նաև 2015-2018թթ. ընթացքում «Հայաստան-սփյուռք գործակցության թեմայով հեռուստահաղորդումների և տեսահոլովակների պատրաստում, հեռարձակում, ձեռք բերում և բազմացում» դրամաշնորհային ծրագրի շրջանակներում հայտարարված մրցույթի արդյունքում կնքված պայմանագրերի կատարման ընթացքում, «Արի տուն» դրամաշնորհային ծրագրի շրջանակներում 2017թ. ընթացքում «Հայրենիք-սփյուռք կենտրոն» պետական ոչ առևտրային կազմակերպության առանձին պաշտոնատար անձանց գործողություններում, որոնց հետևանքով պետական միջոցներից անհիմն ելքագրվել և վատնվել են առանձնապես խոշոր չափերի գումարներ։
Նկատի ունենալով, որ նախապատրաստված նյութերն առերևույթ պարունակում են ՀՀ սփյուռքի նախարարության «Հայրենիք-սփյուռք կենտրոն» պետական ոչ առևտրային կազմակերպության պաշտոնատար անձանց կողմից պաշտոնեական լիազորությունները չարաշահելու և առանձնապես խոշոր չափերով վատնում կատարելու դեպքեր՝ ՀՀ քննչական կոմիտեի ՀԿԳ քննության գլխավոր վարչությունում հարուցվել է քրեական գործ՝ ՀՀ քրեական օրենսգրքի 308-րդ հոդվածի 1-ին մասով, 179-րդ հոդվածի 3-րդ մասի 1-ին կետով։
Մշակվել է քննչական պլան և ձեռնարկվում են անհրաժեշտ քննչական գործողություններ՝ դեպքի բոլոր հանգամանքները պարզելու, ենթադրյալ հանցագործություն կատարած անձանց շրջանակը հստակեցնելու, նրանցից յուրաքանչյուրի գործողություններն անհատականացնելու ուղղությամբ։
Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
