Բանակը պետք է վերածվի ևս մեկ կրթական օղակի:

«Արմենպրես»-ի հաղորդմամբ, Պաշտպանության նախարար Դավիթ Տոնոյանի ուղերձ-տեսլականի քննարկմանը նվիրված կոնֆերանսում այս մասին ասաց Կրթության և գիտության նախարար Արայիկ Հարությունյանը: Նրա խոսքով` ժամկետային զինծառայողը ոչ միայն չպետք է կորցնի գիտելիքի այն պաշարը, որով գնում է բանակ, այլև պետք է այդ պաշարն ավելացրած դուրս գա բանակից:

«Այդ ուղղությամբ աշխատանք է տարվում: Կրթության և գիտության նախարարությունը պատրաստ է առավելագույնն անել աջակցելու այդ նպատակի իրագործմանը: ՊՆ-ն և ԿԳՆ-ն սերտորեն համագործակցելու են, և համատեղ գործողությունների ծրագրում կետեր կան, որոնք առայժմ հայեցակարգերի մշակման անհրաժեշտություն ունեն, բայց մենք պաշտպանության նախարարության հետ համագործակցությամբ առավելագույնը կանենք, որպեսզի հայեցակարգը կարճ ժամանակահատվածում մշակվի, և գործողություններն ավելի արագ լինեն»,-նշեց նախարարը՝ հավելելով, որ մի շարք ուղղություններով առաջնահերթ գործողություններ պետք է կատարվեն: Այստեղ առաջին խնդիրներից մեկը զորացրվող զինծառայողների վերապատրաստման և կողմնորոշման գործառույթն է, որի ուղղությամբ նախկինում շատ քիչ աշխատանք է տարվել: Հարությունյանի վստահեցմամբ` զինծառայողները զորացրվելուց հետո պետք է կարողանան հեշտությամբ աշխատանք գտնել շուկայում:

«Ես ծանոթացել եմ զինված ուժերի զարգացան հետ կապված Դավիթ Տոնոյանի տեսլականին և կարծում եմ, որ այս տեսլականի մեջ կրթական բաղադրիչը նույնպես շատ կարևոր է, որովհետև առանց այդ բաղադրիչի՝ այն առաջնահերթությունները, որոնք դրված են տեսլականում, դժվար իրագործելի են, և մենք դրա կատարման հետ կապված կարող ենք խնդիրներ ունենալ»,-հավելեց ԿԳ նախարարը:

Կառավարության ծրագրում ՀՀ պաշտպանության նախարարի տեսլականներից մեկը վերաբերվում է զինծառայողների կրթության շարունակականության ապահովմանը զինվորական ծառայության ողջ ընթացքում։ Նախարարը կարծում է, որ դրա համար պետք է հետևողական աշխատանքներ տանել զինծառայողի կրթական ցենզի բարձրացման և ինտելեկտուալ մակարդակի աճի ուղղությամբ՝ որպես Զինված ուժերի զարգացման ռազմավարության կարևորագույն ուղղություն։ «Մեր վերջնական նպատակն է բանակում արհեստավարժության և բարոյականության նոր չափանիշների ձևավորումը` հմուտ, պատվախնդիր ու առաջնորդ սպայական կազմով և վարժված, կրթված, շարժառիթավորված ու մարտունակ զինվորներով, որի համար ձեռնարկելու ենք քայլեր Զինված ուժերի մասնագիտական ինքնությունը և վարկանիշը ամրապնդելու ուղղությամբ, ընդհուպ` մինչև ազգային արժեքները խորհրդանշող նոր համազգեստի ներմուծումը: Կրթությունն անքակտելիորեն կապված է անձնակազմի կառավարման հետ: Պաշտպանության համակարգում ընթացող կադրային փոփոխությունները իրականացվելու են պետական կառավարման և քաղաքացիական հանրության կարող ուժերը ներգրավելու և առկա պրոֆեսիոնալ ռեսուրսը լավագույնս օգտագործելու փոխլրացնող ուղղություններով: Պաշտպանության նախարարության ղեկավարությունը կյանքի է կոչելու արժանիքների վրա հիմնված ծառայողական առաջխաղացման քաղաքականություն՝ ավելի ու ավելի պատասխանատու պաշտոններ վստահելով ուժեղ բնավորություն, առաջնորդական որակներ, մասնագիտական խորագիտակություն և առաքելության նկատմամբ հանձնառություն ունեցող պրոֆեսիոնալ զինվորականներին և աշխատակիցներին»,-նշված է նախարարի տեսլականում:
