«Փաստ» օրաթերթը գրում է.
Կառավարությունը հաստատել է Հանրային խորհրդի կազմը: Ինչպես ասում են՝ «մե խինդ, մե ուրախություն»: Թե ի՞նչ գործառույթներ, դերակատարություն, կշիռ ու ազդեցություն ունի այս մարմինը հայաստանյան հասարակական, քաղաքական կյանքի վրա, այս տասը տարիների ընթացքում այդպես էլ պարզ չդարձավ: Չնայած՝ պարզ դարձավ՝ ոչ մի: Հանրային խորհուրդ ստեղծելու գաղափարը տասը տարի առաջ գուցե տեղին էր, գուցե նույնիսկ ողջունելի, քանի որ 2008 թվականի նախագահական ընտրություններից հետո հասարակությունը ծայրահեղ բևեռացած էր, տեղի էին ունեցել մարտիմեկյան ողբերգական իրադարձությունները, հանրային խորը հիասթափություն կար: Գուցե թե այս խորհուրդը ստեղծվել էր այս խնդիրները հաղթահարելու համար: Գուցե...
Իրականության մեջ, սակայն, ի դեմս Հանրային խորհրդի, ստեղծվեց գործնականում հերթական աննպատակ կառույցը, որին բյուջետային միջոցներ են հատկացվում: Այլ կերպ ասած՝ այս կառույցի ֆինանսական ծանրությունն էլ է ընկած բյուջեի վրա: Եվ սա այն դեպքում, երբ օգոստոսի 17–ի հանրահավաքում վարչապետը խոսում էր, և տեղին էր խոսում, ուռճացված բյուրոկրատական համակարգի, չափից ավելի նախարարությունների գոյության մասին: Մյուս կողմից, երբ նայում ենք այս մարմնի գործառույթներին, ապա տեսնում ենք, որ մեծ հաշվով գործառույթներ էլ չկան, միակ գործառույթը խորհուրդներ տալն է:
Այս տեսանկյունից ոչ ներկա, ոչ էլ նախկին իշխանությունները խորհուրդ տվողների պակաս երբեք էլ չեն ունեցել, եթե նկատի ունենանք խորհրդականների ու օգնականների այն բանակները, որոնք կան, գումարած սրան՝ մեր քաղաքացիներից շատերն էլ իրենք իրենց նշանակում են կառավարության խորհրդականներ:
Սա, իհարկե, կատակով: Իսկ եթե ավելի լուրջ, ապա պարզապես անհասկանալի է, թե ինչ նպատակային ու գործնական խնդիրներ են լուծում Հանրային խորհուրդն ու վերջինիս նման այլ խորհրդակցական բնույթի մարմինները, երբ խոսվում է ուղիղ ժողովրդավարության մասին: Ուղիղ ժողովրդավարություն, որի դեպքում նվազագույնի են հասնում հասարակության և իշխանության կամ կառավարման ապարատի միջև գործող միջանկյալ օղակները: Այս տեսանկյունից, թերևս, ավելի տրամաբանական կլիներ, եթե կառավարությունը լուծարեր Հանրային խորհուրդը, ոչ թե հաստատեր: Հատկապես, որ այս կառավարությունը, կարծես, ոչ մեկի խորհրդի կարիքը չունի. ոչ լսում է, ոչ էլ ուզում է լսել:
