«Փաստ» օրաթերթը գրում է.
Երևանի ավագանու ընտրության նախընտրական քարոզարշավն այլևս մեկնարկել է: Իհարկե, հենց մեկնարկի առաջին իսկ օրը մենք տեսնում ենք այն նուրբ տարբերակումը, որը կար մինչ մեկնարկը՝ խոսքը ավագանու և քաղաքապետի ընտրության շեշտադրումների մասին է: Այս տեսանկյունից, ոմանց համար մեկնարկել է ավագանու ընտրությանը մասնակցող այս կամ այն քաղաքական ուժի քարոզարշավը, ոմանց համար էլ՝ այս կամ այն քաղաքապետի թեկնածուի: Սակայն, քանի որ այս մասին բավական շատ ենք խոսել, անդրադառնանք բուն քարոզարշավային տրամաբանությանը:
Հայաստանյան նախընտրական քարոզարշավները, որպես կանոն, աչքի են ընկել մեկ շեշտված առանձնահատկությամբ: Չնայած մինչ քարոզարշավը գրեթե բոլոր քաղաքական ուժերը խոսել են ծրագրերի, վերջիններս հանրության դատին ներկայացնելու մասին, սակայն արդյունքում քարոզարշավները վերածվել են հազարավոր խոստումների անվերջ շարանների, իսկ վատագույն դեպքում՝ մրցակիցների վրա ցեխ շպրտելու: Իհարկե, այստեղ մենք մտահոգություններ կարող ենք հայտնել, թե ինչպես են Երևանի ընտրողները շատ կարճ ժամանակամիջոցում հասցնելու ծանոթանալ 12 քաղաքական ուժերի ներկայացրած ծրագրերին և ընտրություն կատարելու, սակայն սա էլ թողնենք, որովհետև, եթե անկեղծ խոսենք, առաջադրված քաղաքական ուժերից կան երեք-չորս քաղաքական ուժեր, որոնք ունակ են հաղթահարել անցողիկ շեմը՝ զուտ հանրության մեջ առկա տրամադրությունների հաշվին և ոչ թե լավ կամ վատ ծրագիր ունենալու պատճառով:
Սակայն հենց սա էլ իր հերթին հարց է առաջացնում, թե արդյո՞ք հետհեղափոխական կամ իրավիճակ փոխված երկրում կայանալիք առաջին ընտրություններում մենք կարող ենք տեսնել ծրագրային պայքարի սաղմեր, թե՞ ոչ: Եթե ոչ ու ամեն ինչ շարունակվելու է այնպես, ինչպես նախկինում, ապա ե՞րբ և ո՞վ պետք է անի առաջին քայլը: Չէ՞ որ, վերջիվերջո, կատարվելու է ավագանու ընտրություն, ոչ թե քաղաքապետի, այնպես, ինչպես մի քանի ամսից կատարվելու է քաղաքական ուժերի ընտրություն, ոչ թե վարչապետի: Հենց այս նուրբ տարբերակման մեջ, կարելի է ասել, ամփոփված է պառլամենտարիզմի ամբողջ էությունը, որի մասին այնքան շատ է խոսվում վերջերս:
