Մարդու իրավունքների պաշտպանի աշխատակազմի կանխարգելման ազգային մեխանիզմի ստորաբաժանման ներկայացուցիչները մշտադիտարկման նպատակով չհայտարարված այց են իրականացրել ՀՀ արդարադատության նախարարության «Հրազդան» քրեակատարողական հիմնարկ: Այս մասին տեղեկացրին Մարդու իրավունքների պաշտպանի աշխատակազմի հանրային կապերի բաժնից:

Այցի ընթացքում տեղի են ունեցել առանձնազրույցներ ազատությունից զրկված անձանց հետ, ստուգվել են նրանց պահման պայմանները, իրավունքների ապահովման վիճակը, դրանց համապատասխանությունը սահմանված պահանջներին, ինչպես նաև նրանց առնչվող փաստաթղթերը:

Քրեակատարողական հիմնարկում արձանագրվել են խնդիրներ, որոնք առնչվում են՝

  • բժշկական սպասարկման բաժնի համալրվածությանը,
  • բժշկական թափոնների խոտանմանը,
  • արտաքին զննությունների և դրանց ընթացքի ու արդյունքների արձանագրմանը,
  • քրեակատարողական հիմնարկում հաստիքների և անձնակազմի ոչ բավարար քանակին,
  • քրեակատարողական ծառայողների աշխատանքային անբավարար պայմաններին,
  • ազատությունից զրկված անձանց մեկուսի պահելուն ու այդ ընթացքում նրանց համար բավարար նպատակային գործունեության կամ ծրագրերի բացակայությանը,
  • զբաղվածությանը, ներառյալ՝ կրթական և մասնագիտական ծրագրերին և այլն:

 

Այցի ընթացքում վեր հանված խնդիրները քննարկվել են քրեակատարողական հիմնարկի վարչակազմի հետ: Արձանագրված խնդիրները սահմանված կարգով կամփոփվեն և դրանց լուծմանն ուղղված առաջարկների հետ միասին կներկայացվեն իրավասու պետական մարմնին:

Մշտադիտարկման ընթացքում Քրեակատարողական հիմնարկի վարչակազմը Պաշտպանի ներկայացուցիչների համար աշխատանքի խոչընդոտներ չի ստեղծել:

Բարձրացված հարցերի լուծման ուղղությամբ ձեռնարկվող քայլերը կգտնվեն Պաշտպանի ուշադրության կենտրոնում:
