Քաղաքագետ Ռիչարդ Կիրակոսյանի գնահատմամբ, Հայաստանում սահմանադրական փոփոխությունների ծրագիրը միտված է ապագային եւ առավելապես ուղղված է ապագա սերունդներին: Ուսումնասիրելով փաստաթուղթը` քաղաքագետն առանձնացրել է թե՛ փաստաթղթում առկա մտահոգությունները, թե՛ այն առավելությունները, որոնք տրվելու են նոր Սահմանդրությամբ:
Կիրակոսյանը մտահոգիչ է համարում այն հանգամանքը, որ հանրությունն իրազեկված չէ:
«Բացի այն, որ հանրության մոտ իրազեկվածության մակարդակն է շատ ցածր, այլեւ շատերի մոտ չկա հարցի վերաբերյալ ընկալում: Ես իրավաբան չեմ եւ մեծ դժվարությամբ հասկացա ու ըմբռնեցի փոփոխությունների հետեւանքը»,- ասաց Կիրակոսյանը` հավելելով, որ Սահմանադրությունը կարեւոր գործիք է եւ փոփոխությունների գործընթացը ոչ խնդիր է, ոչ` լուծում: «Այն կիրառում եւ կիրարկում է, եւ հենց դա է իրականությունը: Սա դինամիկ գործընթաց է եւ ոչ ստատիկ եւ ունի բազմաթիվ հնարավորություններ»,- ասաց Կիրակոսյանը` հավելելով, որ միայն Սահմանադրության ընդունումը չÕ « կարող իրավիճակ փոխել, քանի որ փաստաթղթի ընդունմանը զուգահեռ պետք է լինի նաեւ հաշվետվողականության, օրենքի գերակայության եւ այլ կարեւորագույն դրույթների պահպանում, որպեսզի Սահմանադրության ընդունումը եւ փոփոխությունների կիրառումը լինեն արդյունավետ:
«Ես կարծում եմ, որ Սահմանադրության փոփոխությունը Սերժ Սարգսյանի համար չէ, որ նա շարունակի իշխանությունը կամ դառնա վարչապետ: Դրա համար ոչ մի ապացույց չկա, եւ այս հարցի առնչությամբ հակադիր կարծիքները շատ թույլ են: Նախագիծը վստահություն չի բերում խորհրդարանին, եւ գոյություն ունեցող ինստիտուցիոնալ կառույցների հանդեպ վստահության պակաս կա: Միաժամանակ, երկարաժամկետ կտրվածքով, գոյություն ունեն շատ հնարավորություններ, որպեսզի մշակվի իրական պլյուրալիստիկ քաղաքական համակարգ եւ ավելի արդյունավետ կոալիցիոն համակարգ ապագայում: Դա կբերի նր ան, որ ապագայում պետությունն ավելի շատ կախված կլինի ոչ թե անհատներից, այլ քաղաքական կառույցներից: Այստեղ որոշումների գործընթացը կլինի ոչ թե նախագահական աշխատակազմում, այլ խորհրդարանում, եւ խորհրդարանը կունենա մեծ հնարավորություն որոշումների կայացման համար»,- ասաց Կիրակոսյանը:
Հայաստանում 2013 թվականից քննարկվում է սահմանդրական փոփոխությունների հարց: Ստեղծվել է հանձնաժողով, որն էլ ներկայացրել է սահմանադրական փոփոխությունների նոր նախագիծը, որը էականորեն տարբերվում է 2005 թվականին ընդունած փաստաթղթից: Մասնավորապես, նոր փաստաթղթով կփոխվի Հայաստանի կառավարման համակարգը, և խառը` կիսանախագահական համակարգից Հայաստանը կանցնի խորհրդարանական կառավարման համակարգի մոդելին: Սահամանադրության փոփոխության վերաբերյալ հանրաքվեն կկայանա դեկտեմբերի 6-ին:
