 ՀՀ սահմանադրության նոր նախագծի նպատակն է փոխել կյանքը սերունդների համար եւ դարձնել ավելի ժողովրդավարական ու բարկեցիկ: Միաժամանակ, Սահմանադրականբարեփոխումների մասնագիտական հանձնաժողովի անդամ, կառավար ության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանըվստահ է, որ  Սահմանադրությունը անձեռք եւ անոտք գործիք է եւ ոչինչ չի փոխում, բայց ստեղծում է հնարավորություն փոփոխությունների համար: Ըստ Հարությունյանի, ի թիվս բազմաթիվ այլ փոփոխությունների, նոր Սահմանադրությունը խաղաղ իշխանափոխության հիմք է տալու: «Այն, ինչ արվել է, հիմք է խաղաղ իշխանափոխութան համար: Դա արվում է այն պատճառով, որ նա, ով չի ստեղծում հիմք խաղաղ իշխանափոխության համար, նա իր կյանքն ավարտում է բռնի իշխանափոխությամբ: Այս Սահմանադրությունն այն հենքն է տվել, որ ապահովի խաղաղ իշխանափոխություն, եւ դա բնական գործընթաց է ցանկացած նորմալ երկրի համար»,-  ասաց Դավիթ Հարությունյանը:

Նրա գնահատմամբ,  Սահմանադրության ընդունման համար ամրագրված մեկ քառորդը նվազագույն շեմ շատ նորմալ է ժողովրդավարության համար քայլեր կատարող Հայաստանի համար: Ըստ նրա, բազմաթիվ երկրներում Սահմանադրությունն ընդունում են ոչ թե հանրաքվեով, այլ խորհրդարանի միջոցով` հաշվի առնելով, որ այն խոր եւ լուրջ մասնագիտական փաստաթուղթ է:  

«Ժողովրդավարության առաջին քայլերը կատարելիս Հայաստանը ճիշտ որոշում է  ընդունել ընտրելով նվազագույն շեմը: Կարծում եմ, որ տարիների ընթացքում նմանատիպ սահմանները վերանալու են, եւ բազմաթիվ հարցեր մտնելու են խորհրդարանական դաշտ»,- ասաց Հարությունյանը: Նրա գնահատմամբ, քննադատական խոսքերն այն մասին, որ հարցի առնչությամբ չկա հանրային վստահություն, նման է կախարդական շրջանի. եթե չկա հանրային վստահություն, եկեք ոչինչ չփոխենք, իսկ եթե ոչինչ չփոխենք, չենք ունենա հանրային վստահություն: Հարությունյանը նաեւ համոզված է, որ Սահմանդրության փաստաթղթի ընդունումից հետո կարճաժամկետ առումով Հայաստանում չի լինի մեկ կուսակցության դոմինանտություն: «ՀՀ պատմության մեջ որեւէ համամասնական ընտրությունում իշխանությունը 40 տոկոսից ավել ձայն չի հավաքել, իսկ մեծամասնականով հավաքել  է ձայների գերակշիռ տոկոսը` երբեմն մինչեւ 90: Եթե մի պահ աչքերս փակենք ու պատկերացնենք, որ չունենք քաղաքացիական հասարակություն, չունենք համացանց, հետեւաբար, այդ ժամանակ էլ, կարծում եմ, որ որեւէ կուսակցության չի հաջողվի մեծամասնություն ձեւավորել խորհրդարանում»,- ասաց Հարությունյանը` հավելելով, որ խորհրդարանում պետք է կազմվեն կոալիցիաներ, ինչն ունի դրական ու բացասական կողմեր: Ըստ նրա, կոալիցիաների ձեւավորումը թույլ է տալիս ունենալ ակտիվ բանավեճ, իսկ բացասականն այն է, որ թեպետ որոշակի կոալիցիոն քաղաքականության փորձին, քաղաքական մշակույթը մեզ մոտ այնքան էլ զարգացած չէ:

Սահմանադրության նոր նախագծի ընդունման համար դեկտեմբերի 6-ին Հայաստանում կկայանա հանրաքվե:
