ՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը ԵԱՀԿ/ԺՀՄԻԳ հատուկ հրավերով Վարշավայում ընթացող բարձրաստիճան համաժողովի ընթացքում հանդես է եկել բացման ելույթով խոսքի և հավաքների ազատության առնչությամբ:

Նա միջոցառման մասնակիցներին ներկայացրել է Մարդու իրավունքների պաշտպանի գործունեությունը 2018 թվականի ապրիլ-մայիս ամիսների ընթացքում Հայաստանում տեղի ունեցած իրադարձությունների ընթացքում: Մասնավորապես, շուրջօրյա արտակարգ ռեժիմով աշխատանքը, այցերը Ոստիկանության բաժիններ ու ձերբակալվածների պահման վայրեր, հավաքների շուրջօրյա դիտարկումը և այլն:
Արման Թաթոյանն անդրադարձել է նաեւ խոսքի ու հավաքների ազատության կարևորությանն ու դրա ապահովման երաշխիքներին: 


«Ապրիլ-մայիս ամիսներին տեղի ունեցած հավաքների ընթացքում կարևոր էր պահպանել դրանց խաղաղ բնույթը, իսկ այդ հարցում մեծ դեր ունեցավ այդ ժամանակ «Իմ քայլը» շարժման առաջնորդ, ԱԺ պատգամավոր, իսկ ներկայում ՀՀ գործող վարչապետ Նիկոլ Փաշինյանը:

Նա իր կոչերով անընդհատ հորդորում էր հավաքների մասնակիցներին պահպանել հանդուրժողականություն, խաղաղ վարքագիծ և թույլ չտալ բռնություն: Առհասարակ, պետք է գործադրել բոլոր ջանքերը ատելության խոսքի կամ անհանդուրժողականության ցանկացած դրսևորում բացառելու համար»,- նշել է Մարդու իրավունքների պաշտպանը:

Այդ ամիսներին, որպես մարտահրավեր, Արման Թաթոյանը խոսել է սոցիալական ցանցերում ամեն օր զարգացող կեղծ օգտահաշիվների ու նման խմբերի առկայության մասին, որոնք ագրեսիվ գրառումներ են կատարել և բռնության կոչեր հնչեցրել: Նշվել է նաեւ լրագրողների պաշտպանված աշխատանքի անհրաժեշտության հարցը:

Համաժողովի ընթացքում կարևորվել է նաև մարդու իրավունքների ազգային հաստատությունների դերը միջազգային ասպարեզում խոսքի ու հավաքների ազատության պաշտպանության հարցում։ Մասնավորապես, ընդգծվել է այնպիսի հարթակների կարևորությունը, ինչպիսիք են Մարդու իրավունքների ազգային հաստատությունների եվրոպական ցանցը (ENNHRI), ԵԱՀԿ ԺՀՄԻԳ-ը, Եվրոպայի խորհուրդը և այլն:
