Էջմիածին-Երևան միջմարզային և ներքաղաքային h. 5 երթուղիների խնդիրը. մրցութային կարգ է խախտվել՝ նախարարության իմացությամբ
SOCIETYԵրևանի ներքաղաքային կանոնավոր փոխադրումներ իրականացնող ավտոբուսային հ.5 երթուղու վարորդներն այսօր գործադուլ էին հայտարարել՝ դժգոհելով Էջմիածին-Երևան միջմարզային երթուղու գործելաոճից:
Խնդիրն այն է, որ «Էջմիածին-Երևան-Էջմիածին» միջմարզային միկրոավտոբուսային հ.203 երթուղում շահագործվող տրանսպորտային միջոցները Կենտրոնական ավտոկայանում սահմանված վերջնակետից անօրինական ձևով շարունակում են ուղևորափոխադրումների իրականացումը՝ հասնելով մինչև մետրոպոլիտենի «Երիտասարդական» կայարան, Աբովյան պուրակ: Դրա հետևանքով խաթարվել է Երևանի ներքաղաքային կանոնավոր փոխադրումներ իրականացնող մի շարք ավտոբուսային և միկրոավտոբուսային երթուղիների, այդ թվում նաև ավտոբուսային հ.5 երթուղու բնականոն աշխատանքը:
Նշենք, որ ըստ ՀՀ կառավարության 2007 թվականի օգոստոսի 30-ի որոշման՝ ՀՀ տարածքում ընդհանուր օգտագործման ավտոմոբիլային տրանսպորտով ուղևորափոխադրումների կազմակերպման կարգի 14-րդ կետի համաձայն՝ ավտոբուսային կանոնավոր փոխադրումներն իրականացվում են ավտոկայարաններից, ավտոկայաններից և երթակարգավարական կետերից:Փաստորեն, Էջմիածին-Երևան երթուղին վերջին օրերին խախտել է վերոհիշյալ նորմատիվ իրավական ակտերի պահանջները, ընդ որում՝ տրանսպորտի, կապի և ՏՏ նախարարության իմացությամբ:
ՀՀ տրանսպորտի, կապի և տեղեկատվական տեխնոլոգիաների նախարարության տրանսպորտի վարչության պետի տեղակալ Դավիթ Մելքոնյանը Tert.am-ի հետ զրույցում ասաց, որ այս պահին տեղյակ են, որ Էջմիածին-Երևան երթուղու տրանսպորտը ավտոկայանում երթուղին ավարտելու փոխարեն այն շարունակում է մինչև Աբովյան պուրակ: Սակայն, նրա խոսքով, խնդիրն ավելի խորքային է:
«Երևան-Էջմիածինը մեր կանոնավոր փոխադրողն է, կարգի փոփոխություն չի եղել, բայց հաշվի առնելով, որ ուսանողների փոխադրման հետ կապված խնդիր կա, առավոտյան որոշ երթեր փոխադրողն իրականացնում է դեպի մետրոյի «Երիտասարդական» կայարանի հարակից տարածք: Ուսանողները ավտոկայանից լրացուցիչ գումար են վճարում, նրանք խնդիր ունեն, որ կարողանան հասնել, և դրանից ելնելով դեռևս որևիցե քայլ չի ձեռնարկվում»,- հայտնեց տրանսպորտի վարչության պետի տեղակալը:
Դավիթ Մելքոնյանի տեղեկացմամբ՝ խնդիրը մոտ ժամանակահատվածում քննարկվելու է Երևանի քաղաքապետարանի հետ. «Պետք է ընդհանուր հայտարարի գանք, որ ո՛չ 5 համարի տրանսպորտին վնաս պատճառենք, ո՛չ էլ ուսանողական փոխադրումներին»,- նշեց նա:
Երևան քաղաքի վարչական տարածքով անցնող միջմարզային և ներմարզային ավտոբուսային կանոնավոր փոխադրումների երթուղիների ուղեգծերը համաձայնեցվում են Երևանի քաղաքապետի հետ: Երևանի քաղաքապետարանի տրանսպորտի վարչության պետ Հենրիկ Նավասարդյանի խոսքով՝ քաղաքապետարանը կարգի փոփոխության թույլտվություն չի տվել:
«Շուրջ 20 օր է՝ աշխատում ենք այդ հարցը լուծել, բայց ելքը չենք գտնում: Սա տրանսպորտի նախարարության ֆունկցիան է, իրենց երթուղին է: Մրցույթն անցկացվել է իրենց մոտ, այսօր մրցութային կարգ և մրցույթի պայմաններ են խախտվել»,- հայտնեց Հ. Նավասարդյանը:
