Դավիթ Հարությունյանը հիշեցրել է նախագահի հայտարարությունն առ այն, որ փոփոխություններից հետո ինքը չի հավակնում դառնալ վարչապետ

Ըստ Սահմանադրական բարեփոխումներիմասնագիտական հանձնաժողովի անդամ, կառավարությանաշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանի` այսօրվա գործող համակարգն ու Սահմանադրությունն ավելի շատ հնարավորություն է ընձեռում գործող իշխանության ղեկավարին չդառնալ «երիտասարդ թոշակառու» եւ երկու ժամկետ նախագահի պաշտոնը ստանձնելուց հետո շարունակել մնալ քաղաքական համակարգում որպես վարչապետ:
Սահմանադրական փոփոխությունների վերաբերյալ քննարկման ժամանակ, ի պատասխան Ավետիք Իշխանյանի հարցին, թե «Արդյո՞ք սահմանադրական փոփոխություններն արվում են, որպեսզի ՀՀ գործող նախագահը պաշտոնավարելուց հետո չդառնա «երիտասարդ թոշակառու», Դավիթ Հարությունյանն ասաց, որ սահմանադրական փոփոխությունների ներքո իմաստ չունի փնտրել նախագահի` «երիտասարդ թոշակառու» չդառնալու հիմքը:
«Շատ են դեպքերը, երբ նախագահները պաշտոնավարելուց հետո դառնում են վարչապետներ եւ իշխանությունը կենտրոնացնում իրենց ձեռքում: Ոչինչ չէր խանգարում, որպեսզի այսօրվա գործող նախագահն էլ նույն կերպ վարվեր եւ դառնար վարչապետ, եթե մյուս ընտրությունների ժամանակ հաջողություն լիներ, որի հավանականությունը գործող Սահմանադրության եւ գործող Ընտրական օրենսգրքի շրջանակում մեծ է: Եթե դրա հետ համադրենք ՀՀ նախագահի հայտարարությունն այն մասին, որ փոփոխությունները տեղի ունենլու դեպքում ինքը չի պատրաստվում զբաղեցնել հանրապետության նախագահի, վար չապետի կամ ԱԺ նախագահի պաշտոնը, ապա, կարծում եմ, սահմանադրական փոփոխությունների ներքո «երիտասարդ թոշակառու» դառնալու հիմքը փնտրել, կարծում եմ, իմաստ չունի»,- ասաց Հարությունյանը:
Հայաստանում 2013 թվականից քննարկվում է սահմանդրական փոփոխությունների հարցը: Ստեղծվել է հանձնաժողով, որն էլ ներկայացրել է սահմանադրական փոփոխությունների նոր նախագիծը, որը էականորեն տարբերվում է 2005 թվականին ընդունած փաստաթղթից: Մասնավորապես, նոր փաստաթղթով կփոխվի Հայաստանի կառավարման համակարգնը, և Հայաստանը խառը` կիսանախագահական համակարգից կանցնի խորհրդարանական կառավարման համակարգի մոդելի: Սահամանադրության փոփոխության վերաբերյալ հանրաքվեն կկայանա դեկտեմբերի 6-ին:
