Վարչապետն առաջարկում է շահումով խաղերի գովազդի հեռարձակումն իրականացնել 24:00-ից հետո
SOCIETYԽաղատների ու շահումով խաղերի գովազդը հեռուստատեսությամբ պետք է հեռարձակվի ոչ թե երեկոյան ժամը 22:00-ից, այլ կեսգիշերից հետո: Այդ մասին կառավարության նիստում այդ ոլորտը կարգավորող օրենքների փաթեթի քննարկման ժամանակ նշեց ՀՀ վարչապետ Նիկոլ Փաշինյանը:
Հարցը ներկայացնող ֆինանսների նախարար Ատոմ Ջանջուղազյանը նշեց, որ այդ փաթեթի հետ կապված կառավարությունն ունի իր առաջարկները:
Մասնավորապես, «Գովազդի մասին» օրենքով առաջարկվում է սահմանափակել և կանոնակարգել, թե ինչ ժամանակահատվածում ու տեւողությամբ գովազդ կարելի է իրականացնել հեռուստահաղորդումների ժամանակ: Առաջարկվում է՝ նշագրում լինի, որ 21 տարեկանից բարձր տարիքի համար է նախատեսված գովազդը: Առաջարկվում է ռեզիդենտ չհանդիսացողների համար սահմանափակել գովազդը և պատասխանատվություն կիրառել 1 մլն դրամ՝ այդ կարգավորումները չպահպանելու դեպքում կազմակերպչի համար:
«Թղթախաղը գնահատվում է որպես խաղի տեսակ, իսկ առաջարկվող նախագծով նախատեսվում է, որ դա սպորտի տեսակ է, ինչպիսիք են նարդին, թենիսը: Այստեղ ռիսկեր կան, որովհետեւ գործնականում շատ բարդ է լինելու գնահատել, թե տվյալ դեպքում այդ թղթախաղը հանրային նշանակության վայրում համարվելու է թղթախաղի կազմակերպում, թե ոչ»,- «Արմենպրես»-ի փոխանցմամբ, ասաց նա:
ՀՀ վարչապետ Նիկոլ Փաշինյանը նկատեց՝ նախագծով նախատեսվում է, որ հիշյալ տիպի գովազդը հեռուստատեսությամբ կարող է լինել ժամը 22.00-ից մինչև 06.00-ը, մինչև 4 րոպե տեւողությամբ, մեկ ժամվա ընթացքում մինչև 3 անգամ, իսկ ընդհանուր տևողությունը չի կարող 90 վայրկյանից ավելի լինել: «Սա մեծ չափաքանակ չէ՞, կամ միգուցե առաջարկենք, որ ժամերը փոխեն, որովհետև պարտադիր չէ, որ 15 տարեկան երեխան ժամը 22.00-ն քնած լինի: Էլ չեմ ասում, որ եթե նոր իրողությունները հաշվի առնենք, ժամը 1-2-ին նոր քնում են: Մենք պետք է սահմանափակումներն ավելի խստացնենք, որ կարողանանք խնդիրը լուծել»,-ասաց Փաշինյանը՝ առաջարկելով, որ 22.00-ն դարձնել 24.00:
Մարդու իրավունքների պաշտպան Արման Թաթոյանն իր հերթին նշեց, որ այս ոլորտի առնչությամբ իրենք ուսումնասիրություն են իրականացրել ու առաջարկներ ներկայացրել պատկան մարմիններին: «Մենք նախատեսել էինք հետևյալ պայմանները, որ արգելվի որևէ կերպ դիմել անչափահասներին, տպավորություն ստեղծել, թե խաղին մասնակցելն ապահովում է պարբերաբար եկամուտ ստանալու հնարավորություն, կամ աշխատանքի այլընտրանք է, տպավորություն ստեղծել, թե եկամուտ կամ շահույթ ստանալը երաշխավորված է, ներշնչել, թե խաղի միջոցով հնարավոր է հանսել հասարակական, մասնագիտական հաջողության»,- նշեց նա:
Կառավարությունը հավանություն տվեց իր կողմից ներկայացված առաջարկներին:
