POLITICSՀայաստանի Ազգային ժողովում ընթացող խորհրդարանի հիմնադրման 100-ամյակի միջոցառմանը ելույթ ունեցավ ՀՀ վարչապետ Նիկոլ Փաշինյանը:
«Արմենպրես»-ի փոխանցմամբ, վարչապետը շեշտեց՝ ՀՀ խորհրդարանական ավանդույթի 100-ամյակը նշանակալի իրադարձություն է եւ շրջադարձային նշանակություն ունի մեր պետական գիտակցության համար:
«Ունենալ խորհրդարան՝ որպես բարձրագույն օրենսդիր մարմին, նշանակում է, որ պետական կառավարուման շարժիչ ուժը ժողովրդի կամքն է, կամարտահայտությունը»,-շեշտեց վարչապետ Փաշինյանը՝ հավելելով, որ ժողովուրդը հանդիսանում է իշխանության միակ եւ անփոխարինելի բացառիկ աղբյուրը:
Ինչպես նշեց վարչապետը, այս առումով մենք կարեւոր եւ նոր ժամանակաշրջան ենք թեւակոխել, երբ ժողովրդի նոմինալ իշխանությունը վերածվում է դե ֆակտո իշխանության:
Նիկոլ Փաշինյանն այնուհետեւ խոսեց ՀՀ խորհրդարանների դերի մասին՝ շեշտելով, որ բոլոր խորհրդարանները բացառիկ դերակատարություն են ունեցել: «Որեւէ խորհրդարանի գործունեության արդյունավետության եւ լեգիտիմության աղբյուրը իսկապես ժողովրդի կամքն է եւ խորհրդարանը պետք է արտահայտի այն տրամադրություններն ու երազանքներ, այն ընտրությունը, որ կատարում են ՀՀ քաղաքացիները»,-շեշտեց ՀՀ վարչապետը:
Նիկոլ Փաշինյանը կարեւորեց, որ ՀՀ խորհրդարանները երբեք չունենան այն հարցադրումը, թե որքանով են արտահայտում ժողովրդի կամքը: Վարչապետը ընդգծեց՝ սա կարեւոր է պետական համակարգը սինքրոնացնելու գործում:
Ելույթում վարչապետն անդրադարձավ Հայաստանում տեղի ունեցած փոփոխություններին, նշեց, որ հայ ժողովուրդը կարողացավ մարդկության պատմության մեջ աննախադեպ քաղաքական հեղափոխություն իրականացնել: Վարչապետը հույս հայտնեց, որ նաեւ կկարողանա ԱԺ նախագահի նշած սկզբնունքների շրջանակներում լուծել այն խնդիրները, որոնք առկա են ՀՀ քաղաքական օրակարգում:
Շնորհավորելով հայ ժողովրդին տոնի կապակցությամբ, վարչապետը հույս հայտնեց, որ խորհրդարանական ավանդույթները կշարունակվեն : Նիկոլ Փաշինայնը նաեւ շեշտեց՝ մեր առաքելությանը պետք է նայենք ոչ թե մեկ օրվա կամ մեկ տասնամյակի, այլ 100- մյակների կտրվածքով:
