Քննչական կոմիտեն մանրամասներ է ներկայացրել ենթադրյալ ընտրախախտումների 3 դեպքերի մասին

Երևան քաղաքի ավագանու արտահերթ  ընտրության օրը, առերևույթ ընտրախախտումների  վերաբերյալ ՀՀ քննչական կոմիտեի Երևան քաղաքի քննչական վարչության տարածքային ստորաբաժանումներում, ժամը 16:00-ի դրությամբ, ստացվել է 3 հաղորդում-ահազանգ, որոնցից մեկը՝ կրկնակի քվեարկության փորձի, 2-ը՝ քվեարկության գաղտնիությունը խախտելու վերաբերյալ։ «Արմենպրես»-ի փոխանցմամբ՝ ՀՀ քննչական կոմիտեն մանրամասներ է ներկայացրել այս երեք հաղորդում-ահազանգերի մասին. 

«Այսպես՝

- 2018թ. սեպտեմբերի 23-ին՝ ժամը 11:20-ին,  թիվ 4/46 ընտրատեղամասի հանձնաժողովի նախագահից ոստիկանությունում ահազանգ է ստացվել առ այն, որ նույն ընտրատեղամասում կատարվել է կրկնակի քվեարկություն:

Դեպքի առթիվ նյութերի նախապատրաստման ընթացքում պարզվել է, որ 2018թ. սեպտեմբերի 23-ին՝ ժամը 11:13-ին, թիվ 130 դպրոցում տեղակայված 4/46 ընտրատեղամասում 82-ամյա ընտրողը, գրանցվելով քվեարկության համար, ստացել է կտրոն, սակայն առանց ընտրելու մոտեցել է ընտրական հանձնաժողովի տեխնիկական սարքի մյուս մասնագետին, կրկին գրանցվել, որի արդյունքում սարքի կողմից տրվել է «կրկնակի գրանցման փորձ» գրառմամբ կտրոն:

Նույն օրը Արաբկիր և Քանաքեռ-Զեյթուն վարչական շրջանների դատախազությունից նյութերն ուղարկվել են ՀՀ ՔԿ ԵՔՔՎ Արաբկիր վարչական շրջանի քննչական բաժին:

- Ավան և Նոր Նորք վարչական շրջանների դատախազությունից ՀՀ ՔԿ ԵՔՔՎ Ավան և Նոր Նորք վարչական շրջանների քննչական բաժին է ուղարկվել «Hetq.am» կայքում հրապարակված՝ «2/46 տեղամասի քվեախցիկին նայող տեսախցիկ կա» վերտառությամբ հրապարակումը, համաձայն որի՝ խախտվել է քվեարկության գաղտնիությունը։ Ըստ հրապարակման՝ 2/46 ընտրատեղամասն այնպես է կահավորված, որ քվեախցիկի անմիջապես վերևում տեսանելի է առաստաղին ամրացված տեսախցիկը: Նյութերի նախապատրաստման ընթացքում պարզվել է, որ թիվ 139 դպրոցի շենքում տեղակայված թիվ 2/46 ընտրատեղամասում՝ քվեախցիկների հետևի պատի վերին անկյունում, տեղադրված տեսախցիկի օբյեկտիվը փակված-ծածկված է թղթով և կպչուն ժապավենով: Նշված թղթի և ժապավենի ժամանակավոր ապամոնտաժումից հետո պարզվել է, որ օբյեկտիվը ուղղված է դեպի դպրոցի աստիճանները, այլ ոչ թե՝ քվեախցիկները, միաժամանակ՝ այն միացված չէ սնուցման համակարգին և լարումը բացակայում է: Զննության ավարտին տեսախցիկի օբյեկտիվը կրկին ծածկվել է:

- Էրեբունի և Նուբարաշեն վարչական շրջանների դատախազությունից  ՀՀ ՔԿ ԵՔՔՎ Էրեբունի և Նուբարաշեն վարչական շրջանների քննչական բաժին է ուղարկվել «Hetq.am» կայքում հրապարակված «Վիճաբանություն 10/22 ընտրատեղամասում. կինն ամուսնու հետ մտել է քվեախցիկ» վերտառությամբ հոդվածը՝ քվեարկության գաղտնիությունը խախտվելու վերաբերյալ։ Նյութերի նախապատրաստման ընթացքում բացատրություն է վերցվել թիվ 10/22  ընտրատեղամասի հանձնաժողովի նախագահից, ձեռնարկվում են անհրաժեշտ միջոցառումներ՝ հրապարակման մեջ մատնանշված հանգամանքները պարզելու ուղղությամբ։

ՀՀ ՔԿ ծառայողների կողմից կատարվում են անհրաժեշտ դատավարական գործողություններ՝ առերևույթ ընտրական իրավունքի խախտման հատկանիշներ պարունակող նյութերում մատնանշված հանգամանքներն ստուգելու ուղղությամբ:
