Մնացական Բիչախչյանը պարզաբանում է որոշ ընտրատեղամասերի ցուցակներում մահացած անձանց անունների հայտնվելու մասին ահազանգերը

«Ռեֆորմիստներ» կուսակցության նախագահ Վահան Բաբայանը հայտարարել է, թե 10/25 ընտրական տեղամասի ցուցակներում մահացած անձանց անուններ կան:

«Արմենպրես»-ի հաղորդմամբ՝ «Ֆեյսբուք» սոցիալական ցանցի իր էջում ՀՀ ոստիկանության Անձնագրային և վիզաների վարչության պետ Մնացական Բիչախչյանն անդրադարձել է այս հարցին և պարզաբանել այն:

«Ֆեյսբուքում Վահան Բաբայանի կողմից տարածվել է տեղեկատվություն, համաձայն որի՝10/25 ընտրական տեղամասի ընտրողներն ահազանգում են ցուցակում մահացած անձանցանունների մասին։ Պարոն Բաբայանը լրացուցիչ մեկնաբանություններում նշել է, որ իրենցվստահված անձինք են ահազանգել»,- նշել է Բիչախչյանն իր էջում։ 
Տեղեկատվության իսկությունը պարզելու նպատակով Անձնագրային և վիզաների վարչության պետն անձամբ կապ է հաստատել 10/25 ընտրական տեղամասի նախագահ Սուրեն Կանջարյանի հետ։ Բիչախչյանի խոսքով՝ Կանջարյանը տեղեկացրել է, որ նման հաղորդումներ իրենց կողմից չեն ներկայացվել։

«Ընդամենը մեկ քաղաքացի է տեղամասում հայտարարել, այն էլ անորոշ, չտալով որևէ անձիտվյալ։ 10/25 տեղամասի ընտրողների ցուցակներում մահացած անձի վերաբերյալհաղորդումից հետո Վահան Բաբայանը կրկին ֆեյսբուքում տարածել է տեղեկատվությունհետևյալ բովանդակությամբ. «6/32 և 8/16 կրկին ահազանգ՝ չորս մահացածի անունցուցակում»,- գրել է Մնացական Բիչախչյանը։
Նա խորհուրդ է տվել նախորդ հայտարարության մասով փաստեր ներկայացնելուց հետո նոր հաջորդ հայտարարության մեջ կիրառել «կրկին՝ մահացած անձանց անուն» բառակապակցությունը։ Բացի այդ, նա ընգծել է, որ նման բովանդակությամբ հաղորդումներ կարող են տարածվել այն դեպքում, եթե մահացած անձի տվյալները ցուցակներում մնացել են պետական մարմնի մեղքով։
«Նման հայտարարությունները բովանդակային առումով պետք է լինեն հստակ ևփաստարկված։ Եթե անձը մահացել է, և մահը սահմանված կարգով իրավասու մարմնումգրանցված չէ, ընտրական գործընթացի իմաստով չի համարվում անճշտություն։ Այլ էխնդիրը, որ ոստիկանությունն իր վրա վերցրել է մեծ ծանրաբեռնվածություն հայտնաբերելնաև այնպիսի տեղեկություններ, որոնք պետական իրավասու մարմնին հասու չեն»,-տեղեկացրել է Բիչախչյանը։

Երևանի ավագանու արտահերթ ընտրությունների շրջանակներում հայտնաբերվել է 614 մահացած անձի տվյալ, ովքեր հիմնականում մահացել են այլ պետություններում և ՀՀ ՔԿԱԳ մարմնում նրանց մահը գրանցված չէ։ Իսկ «Թեժ գիծ» ծառայության միջոցով մինչև վերջնական ցուցակները հրապարակելը քաղաքացիների կողմից տրամադրվել է 6 մահացած անձի վերաբերյալ տեղեկություն։

Անձնագրային և վիզաների վարչության պետը վստահեցրել է, եթե նույնիսկ վերջնական ցուցակներում լինեն մահացած անձանց տվյալներ, դա չի կարող պետական մարմնի անգործության որակման չափանիշ դառնալ։ Անգործություն կդրսևորվի այն դեպքում, եթե այդ տեղեկությունը հասու լինի ոստիկանությանը, և որևէ քայլ ձեռնարկված չլինի անճշտությունը վերացնելու համար։
