Արցախի ՄԻՊ-ը հրապարակեց հատուկ զեկույց՝ Ադրբեջանում կազմակերպված ձևով իրականացվող հայատյացության քաղաքականության վերաբերյալ

Այսօր Արցախի Հանրապետության ՄԻՊ գրասենյակը ներկայացրել է «Հայատյացությունն Ադրբեջանում. կազմակերպված ատելության խոսքն ու թշնամությունն ընդդեմ հայերի» հատուկ զեկույցը:

Արցախում հրավիրված ասուլիսի ժամանակ Արցախի մարդու իրավունքների պաշտպան Ռուբեն Մելիքյանը նշեց, որ զեկույցը համապարփակ ներկայացնում է դեպքերը, օրինակները՝ կապված հայատյացության հետ:

«Այս զեկույցը յուրահատուկ է նրանով, որ այստեղ հայատյացության օրինակները ներկայացվում են իրավական համատեքստում: Սա բացառապես մարդու իրավունքներին վերաբերող խնդիր է, մենք իրավական գնահատականներ ենք ներկայացրել՝ անդրադառնալով հարցերին միջազգային իրավունքի, կոնվենցիաների, նախադեպերի տեսանկյունից: Մեր գլխավոր նպատակը միջազգային հանրությանը Ադրբեջանում հայատյացության խնդիրները ներկայացնելն է»,-ասաց Ռուբեն Մելիքյանը:

Ռուբեն Մելիքյանը ընդգծեց նաև, որ այս գործընթացում հարկավոր է ներգրավել քաղաքացիական հասարակության ինստիտուտներին, որպեսզի բավական լավ տեղեկացված լինեն խնդրից, իսկ դրա համար անհրաժեշտ է ճշգրիտ տեղեկատվություն:

Թուֆենկյան բարեգործական հիմնադրամի գործադիր տնօրեն Րաֆֆի Դուդակլյանն էլ նշեց. «Փաստերը վկայում են՝ Ադրբեջանում հայատյացությունը կազմակերպված է, այն մեկօրյա, մեկամսյա դրսևորում չի ունենանում, այլ շարունակական է:

Լինում են շրջաններ, որ այդ խնդիրը սրվում է, լինում է, որ նվազում է, սակայն այն մնայուն կերպով կազմակերպված իրականացվում է: Պետք է շարունակել նման ուսումնասիրությունները, հետևել և բացահայտել հայատյաց քարոզչության աղբյուրները: Այսպիսի ուսումնասիրությունները չպետք է լինեն ներքին սպառման համար: Մեր ազգը զգացել է հալածանք, կոտորած, ցեղասպանություն, դա մեզ համար նորություն չէ:

Պետք է այնպես կազմակերպել գործընթացը, որ միջազգային կազմակերպությունները տեղեկանան այն իրադարձություններին, որոնք տեղի են ունենում Ադրբեջանում»,-ասաց Ր. Դուդակլյանը:

Ադրբեջանական հարցերով փորձագետ Անժելա Էլիբեգովան նշեց, որ Ադրբեջանը անկախացումից հետո որդեգրեց հայատյացությունը որպես պաշտոնական քաղաքականություն:

«Առաջին դեմքի ամեն երկրորդ ելույթում տեսնում ենք հայատյացության դրսևորում, հայերը ադրբեջանցիների համար մեկ թշնամին են: Հասարակությունն էլ այդ թեզերն ընդունում է: Նախարարների, պատգամավորների մակարդակով նույն հայատյացության թեզերը հետևողաբար հասցվում է հասարակությանը: Նույնն անում է փորձագիտական հանրությունը: Նույնիսկ մանկական խաղերի, հեքիաթների, դասագրքերի միջոցով երեխաներին սովորեցնում են ատել հայերին: Ի դեպ, դա անում են ապատեղեկատվության միջոցով»,-ասաց Ա. Էլիբեգովան:
