Լևոն Երանոսյանին պաշտոնեական լիազորություններն անցնելու մեղադրանք է առաջադրվել. ՀՔԾ-ն նոր մանրամասներ է ներկայացնում
SOCIETYՀայաստանի Հանրապետության հատուկ քննչական ծառայությունում քննվող քրեական գործի շրջանակներում ՀՀ ոստիկանության պետի նախկին տեղակալ, ՀՀ ոստիկանության զորքերի հրամանատար Լևոն Երանոսյանին ՀՀ քրեական օրենսգրքի 309-րդ հոդվածի 2-րդ և 3–րդ մասերով մեղադրանք է առաջադրվել հանրորեն վտանգավոր այն արարքների համար, որ նա հատուկ միջոցների գործադրմամբ դիտավորությամբ կատարել է այնպիսի գործողություններ, որոնք ակնհայտորեն դուրս են եկել իր լիազորությունների շրջանակից և էական վնաս են պատճառել քաղաքացիների իրավունքներին ու օրինական շահերին, ինչպես նաև անզգուշությամբ առաջացրել են ծանր հետևանքներ: «Արմենպրես»-ին այս մասին տեղեկացրին ՀՀ հատուկ քննչական ծառայությունից:
Մասնավորապես, ըստ առաջադրված մեղադրանքի` Լևոն Երանոսյանը, հատուկ միջոցների գործադրման անհրաժեշտություն առաջացնող իրադրություններում գործելու ունակությունը որոշող ստուգումներ անցած չլինելով, չունենալով հատուկ որակավորում և դրանով իսկ պայմանավորված` չունենալով հատուկ միջոցառումների իրականացման միջոց հանդիսացող «Զարյա» տեսակի լուսաձայնային նռնակներ ստանալու և անձամբ գործադրելու լիազորություն, դրանց կիրառման համար թույլատրելի չափանիշների խախտմամբ, այն է՝ չպահպանելով մարդկանցից առնվազն 2,5 մետր հեռավորությունը, 2018 թվականի ապրիլի 16-ին՝ ժամը 15:00-ի սահմաններում, Երևան քաղաքի Բաղրամյան պողոտայում անցկացվող բողոքի զանգվածային ակցիայի ժամանակ գործադրել է 4 հատ «Զարյա» տեսակի լուսաձայնային նռնակ, ինչի հետևանքով ցույցի մասնակիցներից ավելի քան 40 հոգի ստացել են տարբեր աստիճանի, այդ թվում` ծանր և միջին ծանրության մարմնական վնասվածքներ:
Լևոն Երանոսյանի կողմից հատուկ միջոցների գործադրման հետևանքով Բաղրամյան պողոտայում ծառայություն իրականացնող ՀՀ ոստիկանության զորքերի զինծառայողներից 6 հոգի նույնպես ստացել են մարմնական վնասվածքներ: Բացի այդ, 2018 թվականի ապրիլի 22-ին՝ ժամը 14:00-ի սահմաններում, Երևան քաղաքի Արցախի պողոտայում անցկացվող բողոքի զանգվածային ակցիայի ժամանակ, կիրառման համար թույլատրելի նույն չափանիշների խախտմամբ, Լևոն Երանոսյանը ցուցարարների նկատմամբ գործադրել է 4 հատ «Զարյա» տեսակի լուսաձայնային նռնակ, ինչի հետևանքով ցույցի մասնակիցներից ևս 6–ը ստացել են մարմնական վնասվածքներ:
