Շուտափույթ ընտրությունները՝ տարակարծությունների պատճառ. «Փաստ»
POLITICS«Փաստ» օրաթերթը գրում է.
Այն, որ վարչապետ Նիկոլ Փաշինյանը հաստատակամ է արտահերթ խորհրդարանական ընտրություններ անցկացնելու հարցում, կարծես թե հստակ է: Այդ մասին նա մեկ անգամ ևս հայտարարեց Նյու Յորքից՝ հետընտրական իր ուղերձում: Հստակ է նաև, որ դրան կողմ են շատերը, գուցե բացառությամբ ՀՀԿ–ի: Խնդիրը ժամկետներն են: Վարչապետի հայտարարությանը հաջորդեցին մասնավորաբար ՔՊ–ական պատգամավորներ Ալեն Սիմոնյանի ու Լենա Նազարյանի հապճեպ հայտարարությունները՝ այդ ընտրությունները մինչև տարեվերջ անցկացնելու մասին: Իհարկե, դժվար թե նրանք միասին նման հայտարարություն անեին առանց Փաշինյանի իմացության: Սակայն դժվար է ասել՝ դա արված էր ոգևորության ազդեցության ներքո՞, թե՞ առկա տրամադրություններն ուսումնասիրելու նպատակով: Իրականում, մեր տեղեկություններով, իշխանությունների հետ աշխատող մի շարք իրավաբաններ ուղղակի ցնցվել են այս հայտարարություններից: Նրանք որևէ կերպ չեն պատկերացնում այն մեխանիզմները, որոնց միջոցով հնարավոր է այսքան կարճ ժամկետում ընտրություններ անցկացնել: Հարցն այն է, որ սահմանադրական առկա նորմերով գնալը վտանգավոր է, իսկ այլ ուղիներ գտնելու և իրագործելու համար (այդ թվում՝ հանրաքվեի) ժամանակ է պետք: Մեր աղբյուրի պնդմամբ, իրավաբանների անհանգստությունն այն է նաև, որ ստիպված պիտի լինեն քաղաքական որոշումներին իրավական փաթեթավորում տալ: Իսկ թե ինչպես, առայժմ պարզ չէ:
