«Սահմանամերձ գոտում վերջին շրջանի հարձակումներից և խաղաղ բնակչության շրջանում տված անմեղ զոհերից հետո ՀՀ կառավարությունը որոշել է արտակարգ միջոցներ ձեռնարկել՝ ամրացնելով խաղաղ բնակչության և անմիջականորեն շփման գոտուց հեռու, բայց հեռահար հրթիռակոծման վտանգի տակ գտնվող զորամասերի պաշտպանությունը։ Այդ նպատակով որոշվել է կրակի գոտում այս կամ այն կերպ գտնվող գյուղերում, բնակելի տներին, հասարակական կառույցներին կից ռմբապաստարաններ ու թաքստոցներ կառուցել։
Այդ նպատակի համար իրականացվող աշխատանքներում ներգրավված են մի շարք գերատեսչություններ, որոնց վրա է դրված ապաստարանները կառուցելու գործը։
Դրանց մեջ կարող են օգտագործվել հնացած ավտոմեքենաների թափքեր, կարող են վերականգնվել կիսաքանդ նկուղները, բայց ավելի շատ պետք է կառուցվեն նորերը։ Իսկ հրթիռակոծման վտանգի տակ գտնվող զորամասերում նոր, ավելի ապահով բլինդաժներ են կառուցվելու։ Եվ այդ ամենի համար մեծ քանակի շինանյութ ու հատկապես փայտանյութ է հարկավոր։ Մեր տեղեկություններով, այս ծրագիրը երկարաժամկետ է, տևելու է մինչև 2020 թվականը։ Ըստ նախնական հաշվարկների, դրա համար կպահանջվի միայն 50 հազար խմ փայտանյութ, մյուս նյութերի մասին էլ չենք խոսում»,–գրում է թերթը։
