Ազգային ժողովի մոտակայքում՝ Բաղրամյան-Դեմիրճյան խաչմերուկում, բողոքի ակցիան շարունակվում է։

Բողոքի ակցիայի կոչով հանդես է եկել ՀՀ վարչապետ Նիկոլ Փաշինյանը, ով ուղիղ հեռարձակման միջոցով հայտնել է, որ այսօր հետաձգված նախագծի քվեարկության համար ՀՀԿ-ն արտահերթ նիստ է հրավիրել:

Հանրահավաքը մեկնարկեց Գիտությունների ազգային ակադեմիայի մոտ. Բաղրամյան պողոտայի բոլոր մուտքերը բողոքի ակցիայի մասնակիցները փակել են սեփական մեքենաներով:

Փաշինյանը նախքան իր ելույթի մեկնարկը ասաց օրվա կարգախոսը՝ «ՀՀԿ, հեռացի՛ր»:



Նա հայտնեց, որ այսօր երեկոյան արդեն տեղի է ունեցել ԱԺ արտահերթ նիստը, և խնդրո առարկա նախագիծն ընդունվել է:

«Մենք հիմա կճշտենք տեղեկատվությունը այդ նախագծին կողմ քվեարկած պատգամավորների և քաղաքական ուժերի մասին, և այսօր արդեն, հիմա արդեն կարող ենք ասել, որ այդ քվեարկությամբ, այդ օրենքի նախագիծը շրջանառության մեջ դնելով ՀՀԿ-ն և նրանց աջակցող ուժերը Հայաստանում պաշտոնապես հայտարարել են հակահեղափոխություն»,- ասաց վարչապետը:

 
 



Նախնական տեղեկություններով՝ այդ նախագծին կողմ են քվեարկել պատգամավորներ ՀՀԿ-ից, ԲՀԿ-ից ու Դաշնակցությունից:

Վարչապետի խոսքով՝ բոլորն էլ տեսնում են, որ նրանց մոտ հակահեղափոխությունը չի ստացվի, հակահեղափոխոթյունը ՀՀ-ում ուժ չունի, որովհետև  ժողովուրդը հաղթել է, և այդ հաղթանակը նրա ձեռքից ոչ ոք չի կարող առնել:

«Եվ ուրեմն՝ ՀՀԿ-ն պետք է արմատախիլ արվի Հայաստանից: Հայաստանի քաղաքական դաշտից պետք է արմատախիլ անել այն ուժերը, որոնք աջակցել են հակահեղափոխությանը»,- ասաց Փաշինյանը:

Նշենք, որ ավելի վաղ Փաշինյանը հայտնել էր, որ զրուցել է ԱԺ նախագահ Արա Բաբլոյանի և «ՀՀԿ» խմբակցության ղեկավար Վահրամ Բաղդասարյանի հետ, որպեսզի ցերեկը նախատեսված քվեարկությունը հետաձգվի, սակայն 19:30-ին գումարվեց ԱԺ արտահերթ նիստ, և «Ազգային ժողովի կանոնակարգ» Հայաստանի Հանրապետության սահմանադրական օրենքում փոփոխություն կատարելու մասին նախագիծն ընդունվեց 67 կողմ ձայնով:

Նշենք, որ ընդունված նախագծով խորհրդարանի չկայացած նիստը համարվում է ոչ թե տեղի չունեցած, այլ ընդհատված նիստ: Եթե, օրինակ, արտակարգ իրավիճակ է ստեղծվել, շրջափակվել է խորհրդարանի շենքը, և պատգամավորները չեն կարողացել ներկայանալ նիստին, այդ նիստը համարվում է ոչ թե չկայացած, այլ ընդմիջված:

Եվ այդ նույն նիստը կարող է շարունակվել այն ժամանակ, երբ ապահովվի պատգամավորների ներկայությունը, եթե դա լինի անգամ ամիսներ անց:

Փաստորեն այն դրույթը, որ երկու նիստում վարչապետ չընտրվելու դեպքում իրավունքի ուժով խորհրդարանը պետք է լուծարվի, այդ կետը հակադրվում է ընդունված նախագծին, և հետևաբար այդ նախագծի ընդունումից և ստորագրումից հետո հնարավոր կլինի կանխել արտահերթ խորհրդարանական ընտրությունները:
