ՀԾԿՀ-ն անհիմն է համարում գազի և էլեկտրաէներգիայի սակագները իջեցնելու մասին հայտարարությունը
SOCIETYՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովը հայտարարություն է տարածել՝ անդրադառնալով էլեկտրաէներգիայի և գազի սակագնի ստուգումն իրականացնող աշխատանքային խմբի եզրակացություններին, որոնք հրապարակվել էին հոկտեմբերի 4-ին: Ինչպես նշվում էՀԾԿՀ հայտարարության մեջ.
«Սպառողներին վաճառվող բնական գազի և էլեկտրաէներգիայի սակագների շուրջ ինչ-որ փորձագետների կողմից 2018 թվականի հոկտեմբերի 4-ին ԶԼՄ-ներով ներկայացված հայտարարությունները իրականությանը չեն համապատասխանում, զուրկ են որևէ հիմքից, և բացահայտ ապատեղեկատվություն են, որոնք հանրությանը մոլորեցնելու նպատակ ունեն։
Մասնավորապես, նշվում է «Գազպրոմ Արմենիա» ՓԲԸ-ի կողմից անարդյունավետ ներդրումներ, ծախսեր իրականացնելու, խաղատուն, հանգստյան տուն կառուցելու և դրանք բնական գազի սակագներում ներառելու մասին: Իրականում՝ ինչպես ներդրումային, այնպես էլ շահագործման և պահպանման ծախսերը ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովի կողմից մանրամասն ուսումնասիրվում և վերլուծվում են, ինչի արդյունքում, համաձայն գործող մեթոդիկաների, սակագներում ներառվում են միայն ընկերության լիցենզավորված գործունեությանն առնչվող և հիմնավորված ծախսերը։ Նշված ամբողջ գործընթացը, մինչև սակագների սահմանումը, անցնում է բաց և թափանցիկ ընթացակարգով և ներկայացվում է հանրության քննարկմանը»,-ասված է հաղորդագրության մեջ:
Նշվում է, որ էլեկտրական էներգիայի սակագները 10 դրամ/կՎտժ-ով իջեցնելու մասին հայտարարությունը նույնպես անհիմն է, քանի որ էլեկտրաէներգետիկական համակարգի ընկերությունների սակագներում ներառվում են միայն լիցենզավորված գործունեությանն առնչվող և հիմնավորված ծախսերը՝ վերը նշված սկզբունքներին և մեթոդիկաներին համաձայն:
«Անհրաժեշտ ենք համարում նշել նաև, որ էլեկտրական էներգիայի սահմանված սակագները և դրանց հաշվարկման մեթոդիկաները, դեռ 2016 թվականին, անցել են միջազգային աուդիտ, համաշխարհային վարկանիշային ցուցակի լավագույն քառյակում տեղ զբաղեցրած, «Դելոյթ ընդ Տուշ» միջազգային խորհդատվական ընկերության կողմից: «Դելոյթ ընդ Տուշ»-ը եզրակացրել է, որ սակագների գործող մեթոդիկաները համապատասխանում են միջազգային լավագույն չափորոշիչներին, և սահմանաված սակագները ճիշտ են հաշվարկված: Ուստի, բնական գազի և էլեկտրաէներգիայի սակագների շուրջ հայտարարություններ անելուց առաջ անհրաժեշտ է նախ խնդիրը խորությամբ ուսումնասիրել և ծագած հարցերը քննարկել ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովի հետ, ինչի արդյունքում հայտարարություններ անողները չեն ձևավորի սխալ հանրային կարծիք ու զերծ կմնաին հիմնազուրկ եզրահանգումներից»:
ՀՀ վարչապետի հանձնարարությամբ ստեղծված էլեկտրաէներգիայի և գազի սակագնի ստուգումն իրականացնող աշխատանքային խմբի անդամ, էներգետիկայի ոլորտի փորձագետ Էդուարդ Արզումանյանը հոկտեմբերի 4-ին կայացած ասուլիսում հայտնեց, որ ուսումնասիրությունները ցույց են տվել, որ էլեկտրաէներգիայի սակագինը հնարավոր է նվազեցնել առնվազն 10 դրամով, իսկ գազի սակագինը հնարավոր է նվազեցնել առնվազն 10 տոկոսով:
