Դեկտեմբերին ԱԺ արտահերթ ընտրություններ անցկացնելու հուշագիր ստորագրելու հարց մեր օրակարգում չկա, փոխվարչապետ Տիգրան Ավինյանի հետ քննարկման ժամանակ նման հարց օրակարգում չի եղել: 

Այս մասին Tert.am-ի հետ զրույցում ասաց ՀՅԴ ԳՄ անդամ Արսեն Համբարձումյանը: Անդրադառնալով հարցին, որ եթե ԲՀԿ-ն հուշագիր է ստորագրել, այսինքն՝ որոշակի առումով կոնսենսուս կա դեկտեմբերին ընտրություններ անցկացնելու շուրջ, նշանակում է՝  ՀՅԴ-ն չի՞ խոչընդոտի, թե պետք է ՀՀԿ-ն ևս կողմ լինի, որ ՀՅԴ –ն համարի, որ լիարժեք կոնսենսուս կա, Արսեն Համբարձումյանը պատասխանեց. 

«Մենք քայլերը և գործողությունները չենք պայմանավորում այլ ուժերի քայլերով և գործողություններով: Արտահերթ ընտրությունների ժամկետների վերաբերյալ մենք մեր դիրքորոշումը չենք փոխել»,-շեշտեց նա: Հարցին՝ արդյո՞ք չեն վախենում հասարակության ճնշումից, քանի որ պարբերաբար նշվում է, որ Նիկոլ Փաշինյանը հասարակական ճնշմամբ փափուկ ուժ կիրառեց ԲՀԿ-ի նկատմամբ, Արսեն Համբարձումյանն ասաց. 

«ՀՅԴ –ն հավատարիմ է մնում իր դիրքորոշումներին և մոտեցումներին, պետք չէ հասարակությանը քաղաքական ուժերի մոտեցումները ձևախեղված ներկայացնել, մենք դեմ չենք արտահայտվել, արտահերթ ընտրությունների անցկացման հետ կապված որևէ հարց չենք ունեցել, մենք դեմ ենք ժամկետներին:

 
Մեր մոտեցումները պայմանավորել ենք անհրաժեշտ քայլերով և գործողություններով, և այդ հաստատումներն արված են կառավարության ծրագրում քաղաքական ուժերի համաձայնությամբ: Մինչ արտահերթ ընտրությունները պետք է հարգել պայմանավորվածությունը և կատարել ծրագրում ամրագրվածը: Մենք ակնկալում ենք տեսնել կոնկրետ ժամանակացույց, թե ինչ ժամանակացույցով է հնարավոր անել այդ քայլերն ու գործողությունները»:

Արսեն Համբարձումյանն ասաց, որ ցանկացած ժամկետ պետք է տրամաբանված լինի. նախ՝ կառավարության կողմից պետք է հաստատվի ԸՕ բարեփոխումների փաթեթը, հետո ուղարկվի ԱԺ, որտեղ ընթացակարգով պետք է ընդունվի, այն պետք է խորհրդարանին ներկայացվեր սեպտեմբերին, ինչպես նախատեսվում էր, սակայն չի արվել: 

«Նախ՝ համապատասխան ճանապարհային քարտեզը պետք է հստակ դրվեր սեղանին, որպեսզի պարզ լիներ՝ մինչև դեկտեմբեր հնարավոր է անցկացնել ընտրությունները, թե ոչ, և ինչ քայլերով կարելի է իրականություն դարձնել դա, եթե դա արվեր՝ մենք պատրաստ ենք քննարկումներին, բայց մեզ դեռ տակավին փաստարկներ չեն ներկայացվել»,-ընդգծեց նա:
