Դրսից տղա բերելու բումերանգի էֆեկտը
SOCIETYՕրերս ԵԽԽՎ Հայաստանի հարցով համազեկուցող Յուլյա Լովոչկինան կոչ էր արել ՀՀ քաղաքական ուժերին՝ հարգել ժողովրդավարական արժեքները եւ օրենքները: Լովոչկինան ԵԽԽՎ-ում Հայաստանի հարցով մոնիթորինգային հանձնաժողովի համազեկուցողներից է ու նրա գնահատականը, ընդհանրապես հանձնաժողովի ուշադրությունը Հայաստանի ներքաղաքական գործընթացներին հարուցվել էր ԱԺ փոխնախագահ Արփինե Հովհաննիսյանի գործողությունների հետևանքով:
Հետաքրքրական է, որ օրերս մոնիթորինգային հանձնաժողովը քննարկելու ու զեկույց է հրապարակելու Հայաստանի ներքաղաքական իրավիճակի մասով: Արդեն Ստրասբուրգում է Էդմոն Մարուքյանը, և ինչպես հաղորդում է լրատվամիջոցներից մեկը, «Ելք» խմբակցության ղեկավար Լենա Նազարյանը ևս մեկնել է Ստրասբուրգ: Ընդհանրապես Լովոչկինայի հնչեցրած գնահատականն ու ԵԽԽՎ դիրքորոշումը բավականին հետաքրքիր քննարկումներ էին առաջ բերել Հայաստանում: Մասնավորապես Դանիել Իոաննիսյանն էր արձագանքել Լովոչկինայի դիրքորոշմանը ՝ նշելով, որ վերջինս միշտ պաշտպանել է ՀՀԿ գիծը: Սրան զուգահեռ իշխանությունը տողատակով հայտարարում էր, որ ԵԽԽՎ կարծիքը չի կարող որոշիչ լինել: Հետաքրքական է այս ամենն այն իմաստով, որ ՀՀԿ-ն ու իշխանությունը տեղերով փոխվել են ոչ միայն ներքաղաքական իմաստով, այլև ԵԽԽՎ-ի, ընդհանրապես արտաքին աշխարհի հետ հարաբերությունների իմաստով: Եթե նախկինում ԵԽԽՎ-ի, եվրոպական ընտանիքի կազմակերպությունների, արևմտյան կազմակերպությունների հնչեցրած գնահատականները հայաստանյան իշխանությունների հասցեին դառնում էին ընդդիմության թիվ մեկ օրակարգը, ապա հիմա բոլորովին այլ իրավիճակ ունենք:
Հիմա ՀՀԿ-ն է ակտիվ դիմում եվրոպական կառույցներին, իսկ իշխանությունը հակադրվում է այդ կառույցներից հնչող կարծիքներին: Առավել հետաքրքրական է, որ մարդիկ, ովքեր բավական երկար եղել են եվրոպական արժեքների կրող կամ առնվազն հանդես են եկել այդ արժեքների ու քաղաքականության դիրքերից, հիմա հանդես են գալիս հակառակ դիրքերից: Ստացվում է, որ ԵԽԽՎ-ն, Եվրոդատարանը, ԵՄ-ն, ընդհանրապես արտաքին աշխարհը շարունակում է դիտարկվել որպես դրսից բերվող տղա, պարզապես փոխվել են տղա բերողները:
Այն, որ ոչ ԵԽԽՎ-ն, ոչ որևէ արտաքին քաղաքական սուբյեկտ չի կարող ամբողջովին պատկերացնել ներհայաստանյան գործընթացները ու իրավունք էլ չունի դրանց միջամտելու, փաստ է: Բայց պետք է հասկանալ, որ կամ աշխատում ես արտաքին այդ սուբյեկտների հետ ՝ հաշվի առնելով վերջինիս ընթացակարգային նրբություններն ու քիմքը, կամ չես աշխատում: Ընդ որում աշխատել ասելով՝ նկատի ունենք ոչ թե մանևրել, լղոզել հարաբերությունները, այլ աշխատել անկեղծ և ուղիղ: Այլապես ունենալու ենք բումերանգի էֆեկտ, երբ արտաքին սուբյեկտները դիտարկվում են ոչ թե որպես գործընկերներ, այլ դրսից բերվող տղաներ, որոնց մի իրավիճակում բերում է ընդդիմությունը, մեկ այլ վիճակում ՝ իշխանությունը:
