Սոցիալական աջակցության Ստեփանավանի տարածքային գործակալությունում թույլ տրված չարաշահումների գործով որպես մեղադրյալ է ներգրավվել 25 անձ

ՀՀ քննչական կոմիտեի Լոռու մարզային քննչական վարչության Ստեփանավանի քննչական բաժնի վարույթում քննվող քրեական գործով ձեռնարկված մեծածավալ քննչական գործողությունների արդյունքում պարզվել է սոցիալական աջակցության Ստեփանավանի տարածքային գործակալությունում արձանագրված առերևույթ չարաշահումներին առնչություն ունեցած 25 անձի ինքնություն, ովքեր ներգրավվել են որպես մեղադրյալ։ 

Նախնական քննության տվյալներով՝ սոցիալական աջակցության Ստեփանավանի տարածքային գործակալությունում չարաշահումները կրել են տևական բնույթ՝ 2013 թվականից մինչև 2018 թվականի հունիս ամիսը: Իրականացված լայնածավալ միջոցառումների արդյունքում պարզվել է դրանց մեխանիզմը, այն է՝ Ստեփանավանի տարածքային գործակալության համակարգչային բազայում կեղծ տեղեկություններ են մուտքագրվել տարբեր անձանց սոցիալապես անապահովության վերաբերյալ, նրանց անունները ներառվել նպաստառուների ցուցակում, ձևակերպվել ապօրինի նպաստներ, իսկ փոխանցված գումարը՝ յուրացվել:

Նախնական տվյալներով ՝ պետությանը պատճառված վնասը գնահատվել է 587.400.000 ՀՀ դրամ:

Քննությամբ ձեռք բերված տվյալների համաձայն՝ Ստեփանավանի տարածքային գործակալության աշխատակիցները, նշված առերևույթ հափշտակությունները կատարելիս, առանձին դեպքերում համագործակցել են նաև «Հայփոստ» ՓԲ ընկերության՝ տվյալ տարածքն սպասարկող փոստային բաժանմունքների աշխատակիցների հետ:

Քրեական գործով բավարար տվյալներ են ձեռք բերվել՝ 25 անձի առնչության վերաբերյալ, որոնց մեղադրանքներ են առաջադրվել՝ ՀՀ քրեական օրենսգրքի 178-րդ հոդվածի 3-րդ մասի 1-ին կետով և 325-րդ հոդվածի 2-րդ մասով, որոնցից 6-ը սոցիալական աջակցության Ստեփանավանի տարածքային գործակալության աշխատակիցներ են, իսկ 19-ը՝ «Հայփոստ» ՓԲ ընկերության:

Սոցիալական աջակցության Ստեփանավանի տարածքային գործակալության պետ Ա.Ղարաքեշիշյանի, ինչպես նաև առաջին կարգի մասնագետի նկատմամբ հայտարարվել է հետախուզում և որպես խափանման միջոց ընտրվել է կալանավորումը:

Հոկտեմբերի 9-ի դրությամբ՝ նշված գործի շրջանակներում մեղադրյալների կողմից վերականգնվել է 27.515.500 ՀՀ դրամ: Ա.Ղարաքեշիշյանի և գործակալության աշխատակից հանդիսացող մյուս մեղադրյալների գույքի նկատմամբ արգելանք է դրվել՝ պետությանը պատճառված վնասի հատուցումն ապահովելու նպատակով:

Նախաքննությունը շարունակվում է, կատարվում են անհրաժեշտ քննչական գործողություններ՝ բազմակողմանի, օբյեկտիվ և լրիվ հետազոտումն ապահովելու, առերևույթ չարաշահումներին հնարավոր առնչություն ունեցած անձանց ամբողջական շրջանակը հստակեցնելու, նրանց գործողություններն անհատականացնելու ուղղությամբ։

Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
