Ինչպես հայտնի է, Փարիզում տեղի ունեցած ԵԽԽՎ քաղաքական հանձնաժողովի նիստի ընթացքում որոշվել է «Բռնությունների աճը Լեռնային Ղարաբաղում և Ադրբեջանի մյուս գրավյալ տարածքներում» անվանումով հակահայկական զեկույցն ընդգրկել հունվարին կայանալիք ԵԽԽՎ նստաշրջանի օրակարգում:

Past.am-ը զրուցել է քաղաքագետ Ստեփան Գրիգորյանի հետ՝ փորձելով հասկանալ ստեղծված իրավիճակի պատճառները:

«Ադրբեջանի նկատմամբ շատ լուրջ են քննադատությունները՝ մարդու իրավունքների պաշտպանության հետ կապված: Ես մասնակցել եմ ԵԱՀԿ-ի մարդու իրավունքների հարցերով բյուրոյի՝ ԺՀՄԻԳ-ի այս տարվա համաժողովին, որը տեղի է ունեցավ Վարշավայում: Այնտեղ ելույթ էին ունենում և՛ պաշտոնյաներ, և՛ հասարակական գործիչներ: Ադրբեջանի հանդեպ շատ սուր քննադատություններ եղան»,- նշեց քաղաքագետը՝ հիշեցնելով նաև այս տարվա սեպտեմբերին Եվրախորհրդարանի՝ Ադրբեջանի նկատմամբ պատժամիջոցներ կիրառելու որոշումը:

«Ես այս ամենն ասում եմ նրա համար, որ Ադրբեջանի վարկանիշը շատ է ընկած, բոլորը քննդատում են, նույնիսկ ՄԱԿ-ի գլխավոր քարտուղարը մտահոգություն հայտնեց Ադրբեջանում և այլ երկրներում մարդու իրավունքների առնչությամբ: Էլ չենք խոսում նրա մասին, որ Ադրբեջանի ղեկավարությունը «Ազատություն» ռադիոկայանը և մի քանի դեմոկրատական ֆոնդեր ու ԵԱՀԿ գրասենյակը հանեց իր երկրից»,- փաստեց քաղաքագետը:

Նրա խոսքով՝մի գործընթաց է գնում, որտեղ Ադրբեջանը լուրջ սխալներ է անում, բոլորը քննադատում են և այս ֆոնի վրա մտահոգիչ է Եվրախորհրդարանի որոշումը: Ստեփան Գրիգորյանի համար հասկանալի կլիներ հայ փորձագետների և պաշտոնյաների մեկնաբանություններն առ այն, որ այստեղ «խավիարային քաղաքականության» հետ գործ ունենք, եթե չլիներ այս ամբողջ իրավիճակը: Առկա գլոբալ դրության պարագայում պարոն Գրիգորյանը զարմացած է:

«Կարծում եմ՝ ճիշտ կլինի, որ պաշտոնական Երևանը արտգործնախարարության մակարդակով և խորհրդարանը քննարկեն՝ ինչի հետ է կապված Ադրբեջանի համար այս բացասական իրավիճակում նման որոշման անցկացումը: Այդ փաստը պետք չէ մատնել անուշադրության: Տարբեր միջազգային ինստիտուտներում նման անցանկալի որոշումներ միշտ էլ լինում են, նույնիսկ ՄԱԿ-ում:

Բայց հարցերն ուսումնասիրվում էին, հետո Հայաստանը պատասխան էր տալիս: Իսկ այսօր ֆոնն ուրիշ է, այսօր Ադրբեջանի վարկանիշն ահավոր ցածր է: Ասում են՝ կաշառված է այդ զեկույցի հեղինակ Ուոլթերը, բայց մեծ թվով պատգամավորներ կողմ քվեարկեցին: Պետք է ուսումնասիրել, թե ինչի հետ է կապված: Ես խիստ մտահոգված եմ:

Պատկերացնո՞ւմ եք՝ Ադրբեջանում ծեծ ու ջարդ են անում ընդդիմադիրներին, բերդերն են գցում, իսկ ԵԽԽՎ-ում ասում են՝ Ղարաբաղում բռնությունն աճում է: Քննադատելը հեշտ է, մեր խորհրդարանի և դիվանագիտական շրջանակների բացթողումներն ակնհայտ են, բայց պետք է նստել և հանգիստ քննարկել» ,- ընդգծեց մեր զրուցակիցը:
