Ով աշխատի, ով գնա «սանատորիա». «Փաստ»
ANALYSIS«Փաստ» օրաթերթը գրում է.
Խորհրդային Միության շրջանից տարածված մի պատմություն կա, որ քանի դեռ Իոսիֆ Ստալինի աշխատասենյակի լույսը վառ էր մնում, Կրեմլի աշխատակիցները մնում էին աշխատավայրում: Նույն այդ պատմությունը, սակայն, ասում է, որ Ստալինը հաճախ քնում էր իր աշխատասենյակում և քնում էր միացրած լույսի ներքո, քանի որ վախենում էր մթությունից: Ճի՞շտ է արդյոք այս պատմությունը, թե՞ ֆոլկլյորային, դժվար է ասել: Սակայն այն շատ արդիական է Հայաստանում, ընդ որում, թե՛, այսպես ասած, հին, թե՛ նոր Հայաստանում:
Նոր իշխանությունները շատ են հպարտանում, որ իրենք աշխատում են սահմանված ժամանակից շատ, այդ թվում՝ շաբաթ և կիրակի օրերին: Հպարտության տողատակն այն է, որ իրենց նվիրումն այնքան շատ է, որ սովորական աշխատաժամանակից ավելի են ծառայում հարկատուներին: Իրականում, սակայն, սահմանված ժամանակից շատ աշխտելը հպարտանալու առիթ չէ, եթե, իհարկե, երկիրը չի գտնվում արտակարգ իրավիճակում, ասենք՝ պատերազմական վիճակում:
Արդյունավետ աշխատանքի կարևոր բաղադրիչը հանգիստն է: Ցանկացած օրգանիզմ արդյունավետ է աշխատում, եթե արդյունավետ հանգստանում է: Նույնը վերաբերում է նաև պետական ապարատին: Իհարկե, երկրի ղեկավարը հաճախ ստիպված է զոհաբերել իր շաբաթ ու կիրակի օրերը, նրա հետ միասին այդ զոհաբերությանն ի պաշտոնե պետք է գնան նաև վերջինիս աշխատանքի հետ անմիջական առնչություն ունեցողներն ու անվտանգության հարցերով զբաղվող աշխատակիցները: Բայց հաճախ նկատում ենք, թե ինչպես է նեղ շրջապատի փոխարեն շաբաթ– կիրակի օրերին վարչապետի աշխատանքային ներգրավվածությանը ինտեգրվում ապարատն ամբողջ կազմով: Հենց այստեղ է, որ ակտուալ է դառնում Իոսիֆ Ստալինի մասին հետաքրքրական պատմությունը:
Եվ հենց այս կոնտեքստում է, որ կարիք կա վերաձևակերպել, թե ինչ ասել է շատ աշխատել: Շատ աշխատել հանուն ինչի՞, ի՞նչ հիմնավորմամբ, ի՞նչ նպատակով: Կամ արդյո՞ք շատ աշխատել ասելով հասկացվում է շատ աշխատելու իմիտացիա ստեղծել, հատկապես, երկրի ղեկավարի շատ աշխատելու օրերին: Սրանք հարցեր են, որոնք կենսական են թե՛ պետապարատի արդյունավետության, թե՛ ընդհանրապես բյուրոկրատական ներքին ու մեծապես տհաճ խաղի կանոններից ձերբազատվելու իմաստով: Կանոններ, որոնք հաճախ կրկնում են հին Հայաստանի պատկերը, երբ երկրի ղեկավարի ինչ–որ տեղ հայտնվելուն պես ողջ վերնախավը փորձում էր հայտնվել այնտեղ:
