Դպրոցների օպտիմալացումը հակասել է օրենքներին ու միջազգային պարտավորություններին. «Փաստ»
SOCIETY«Փաստ» օրաթերթը գրում է.
Պարզվում է, որ նախորդ կառավարության ժամանակ իրականացված՝ դպրոցների օպտիմալացման գործընթացը ՀՀ օրենսդրության, ՀՀ միջազգային պարտավորությունների ու ընդունված սկզբունքների խախտումների էական ռիսկեր է պարունակել: Հատկապես գյուղական դպրոցների վերակազմակերպման պարագայում լուրջ խոչընդոտներ են առաջացել «Կրթության մասին» ՀՀ օրենքի 5–րդ հոդվածի և 2–րդ մասի դրույթների իրագործման առումով: Մեր տեղեկություններով, նման եզրահանգման են եկել որոշ մասնագիտական կազմակերպություններ՝ իրականացնելով կրթական համակարգի հետազոտություններ: Օպտիմալացման գործընթացը հակասության մեջ է եղել նաև ՀՀ կրթության զարգացման 2011–2015թթ. պետական ծրագրի դրույթների հետ, որոնցով նախատեսված էր մինչև 2015թ. բոլոր մակարդակներում բարձրացնել կրթության մատչելիությունը, ստեղծել հավասար հնարավորություններ, որ յուրաքանչյուրը ստանա առավել որակյալ կրթություն:
Ինչ վերաբերում է ՀՀ միջազգային պարտավորությունների կատարմանը, ապա Կրթության բնագավառում խտրականության դեմ կոնվենցիայի առաջին հոդվածի համաձայն, արգելվում է որևէ անձի կամ անձանց խմբի՝ ցանկացած տեսակի կամ մակարդակով կրթություն ստանալու հնարավորությունից զրկելը և կրթությունը ցածր ստանդարտով սահմանափակելը:
Փորձագետների կարծիքով՝ գյուղական դպրոցների վերակազմակերպումը սահմանափակել է գյուղաբնակ երեխաների կրթություն ստանալու հնարավորությունները: Բացի այդ՝ նրանց համար կրթության կազմակերպման ավելի ցածր ստանդարտներ է նախատեսել, մասնավորապես կրթության միջավայրի, ենթակառուցվածքների և այլ պայմանների առումով:
«Փաստի» տեղեկություններով, իշխանափոխությունից հետո ոլորտի պատասխանատուները քայլեր են ձեռնարկում այս խախտումները վերականգնելու համար, և չի բացառվում, որ անգամ՝ երեխաներից վերցվածը երեխաներին հետ վերադարձնելու դժվարին, բայց էական որոշում կայացվի:
