Մեկ անձով արդյունավետ համակարգ չես կառուցի. «Փաստ»
ANALYSIS«Փաստ» օրաթերթը գրում է.
Օրերս լրագրողների այն հարցին, թե ինչ կարծիք ունի ԱՄՆ արդեն հեռացող դեսպան Միլսի հայտարարության վերաբերյալ, վարչապետի պաշտոնակատար Նիկոլ Փաշինյանը՝ նախքան հարցին պատասխանելը հարցրեց՝ ինչ է հայտարարել, ինչից հետո ստանալով պատասխան՝ նոր միայն արդեն արձագանքեց դեսպանի հայտարարությանը: Սա գուցե փոքրիկ դետալ է, բայց ինչպես ասում են՝ սատանան մանրուքների մեջ է: Իսկ պայմանական «սատանան» այս դեպքում ոչ թե այն է, որ Փաշինյանը տեղյակ չէր Միլսի հայտարարությունից, այլ այն, որ նրան այդ մասին չէին զեկուցել դեսպանի հայտարարությունից 24 ժամ անց: Փաշինյանն օբյեկտիվորեն պարտավոր չէ իմանալ, թե ով և ինչ է ասում ողջ օրվա ընթացքում, անկախ այն հանգամանքից, որ դեսպան Միլսը վերջին մարդը չէ այս երկրում: Հատկապես հիմա, երբ Հայաստանը գտնվում է, այսպես ասած, արտակարգ ռեժիմում և այդ ռեժիմի պատասխանատվության կրողը Փաշինյանն է, դժվար է, իհարկե, միայնակ հետևել ինֆորմացիոն բոլոր հոսքերին:
Բայց հենց նման իրավիճակների համար է, որ առաջին դեմքերն ունենում են աշխատակազմեր, որոնք էլ հենց ֆիլտրում են նման ինֆորմացիոն հոսքերը: Իսկ աշխատակազմ Փաշինյանն ունի: Ավելին, ունի նաև ԱԳ նախարարություն: Չենք ցանկանում որևէ միտում և դիտավորություն տեսնել կոնկրետ այս դրվագի հետ կապված: Խնդիրն, իսկապես, առավելապես տեխնիկական, գործառույթային բնույթի է: Բայց գործառույթային (ֆունկցիոնալ) խնդիրը պակաս կարևոր չէ: Ի վերջո, ցանկացած իշխանության արդյունավետություն պայմանավորված է ոչ միայն առաջին դեմքով, ոչ միայն իշխանության ներկայացուցիչների մարդկային որակներով, այլև վերջիններիս պրոֆեսիոնալիզմով և այդ պրոֆեսիոնալիզմի համակարգմամբ:
Փաշինյանն, իհարկե, լինելով ճկուն հռետոր և բազմամյա փորձառությամբ լրագրող, կարող է պատասխանել ցանկացած հարցի, եթե նույնիսկ տեղյակ չէ դրա տեղեկատվական նախապատմությունից: Բայց խնդիրն այն է, որ բացառապես նրա անձնական հմտությունների վրա հնարավոր չէ արդյունավետ համակարգ կառուցել: Ընդ որում, ինչպես արդեն քանիցս տեսել ենք, առաջին դեպքը չէ, որ Փաշինյանին մոռանում են ինչ–որ բան զեկուցել: Ինչ–որ առումով սա, իհարկե, իշխանության նորեկությանը բնորոշ դրսևորում է: Բայց մյուս կողմից էլ պետք է ֆիքսել խնդիրը, քանի դեռ այն արտահայտվում է միայն տեխնիկական պատճառներով, այլապես ինչ–որ պահից այդ տեխնիկական թերությունը կարող է դառնալ քաղաքական թերություն:
