ԱԺ մշտական հանձնաժողովը միաձայն հավանություն տվեց ԸՕ փոփոխության նախագծին
POLITICSԱԺ Պետական-իրավական եւ մարդու իրավունքների պաշտպանության հարցերի մշտական հանձնաժողովն այսօր՝ հոկտեմբերի 19-ին կայացած նիստին դրական եզրակացություն տվեց օրինագծերի նախագծին, որոնց թվում էր նաեւ ՀՀ Ընտրական օրենսգրքում փոփոխություններ ու լրացումներ կատարելու մասին օրինագիծը։
Նշենք, որ այդ փաթեթում ընդգրկված էին նաեւ ««Հանրաքվեի մասին» ՀՀ սահմանադրական օրենքում փոփոխություն կատարելու մասին», «Վարչական իրավախախտումների վերաբերյալ ՀՀ օրենսգրքում լրացումներ կատարելու մասին» եւ ««Պաշտպանության մասին» ՀՀ օրենքում լրացում կատարելու մասին» օրինագծերը։
ՀՀ արդարադատության նախարարի պաշտոնակատար Արտակ Զեյնալյանը հայտարարեց, որ Ընտրական օրենսգրքի փոփոխությունները բխում են այն պահանջներից, որոնք ձեւավորվել են դեռ ապրիլ–մայիս ամիսներին հեղափոխության ժամանակ։
Նրա խոսքով՝ իրենց նպատակն է առավելագույնս պարզեցնել ԸՕ–ն՝ թողնելով միայն փակ համամասնական ընտրակարգը, բացառել քվեարկությունը տարածքային ցուցակներով։ Իսկ բազմակարծության ապահովման համար իջեցնել անցողիկ շեմը։ «Այդպիսով, խորհրդարան անցնելու համար բավարար կլինի հավաքել ձայների 4 տոկոսը՝ 5-ի փոխարեն, իսկ քաղաքական դաշինքներին՝ 6 տոկոս՝ 7 տոկոսի փոխարեն»,–ասաց Զեյնալյանը։
Նա հավելել է, որ կկրճատվի ընտրագրավը՝ նախկին 10 մլն դրամի փոխարեն քաղաքական ուժերը կվճարեն 7.5 մլն դրամ գրավ։
Նաեւ նախատեսվում է ավելացնել կանանց մասնակցությունը ԱԺ աշխատանքներին, որի արդյունքում կին պատգամավորների թիվը խորհրդարանում նախատեսվում է առնվազն 30 տոկոսի հասցնել։
