Վենետիկի հանձնաժողովի նախագահը հայտարարություն է տարածել Հայաստանի ընտրական օրենսգրքի նախագծի վերաբերյալ
INTERNATIONAL NEWSՎենետիկի հանձնաժողովի նախագահ Ջիանի Բուքիքիոն հայտարարություն է տարածել Հայաստանի ընտրական օրենսգրքի նախագծի վերաբերյալ: Հայտարարության մեջ ասվում է.
«Վենետիկի հանձնաժողովի և Հայաստանի առաջին փոխվարչապետի միջև 116-րդ նստաշրջանում կայացած քննարկումների արդյունքում հանձնաժողովն ընդունում և աջակցում է խաղաղ ձևաչափը, որով հայ ժողովուրդն իրականացնում է փոփոխությունները:
Ճանաչում է Հայաստանում տիրող առանձնահատուկ իրավիճակը, որը պահանջում է վաղ ընտրությունների անցկացում:
Ողջունում է Հայաստանի իշխանությունների՝ Ընտրական օրենսգիրքը վերանայելիս միջազգային ստանդարտներին հետևելու հանձնառությունը:
Նկատում է, որ առաջարկված փոփոխությունները լեգիտիմ նպատակներ են հետապնդում և դրական են թվում:
Մասնավորապես ողջունում է այն բոլոր քայլերը, որոնք ձեռնարկվում են ընտրելու իրավունքը դյուրացնելու, մամուլի հասանելիությունն ընդլայնելու, ընտրական գործընթացի առավել թափանցիկությունն ու դիտորդների իրավունքներն ապահովելու և ընտրական կեղծիքի դեմ պայքարելու համար:
Ողջունում է ընտրությունների առաջին փուլից հետո կոալիցիաներ կազմելու մասնակիցների թվի սահմանափակման վերացումը՝ ըստ Վենետիկի հանձնաժողովի և Ժողովրդավարական ինստիտուտների և մարդու իրավունքների գրասենյակի առաջարկությունների:
Ողջունում է Վենետիկի հանձնաժողովի և ԺՀՄԻԳ-ի այլ առաջարկությունների կիրառումը, որը ենթադրում է.
-ընտրական շեմի և ընտրական գրավի վերադարձման նվազեցում, ընտրական գրավի գումարի նվազեցում,
- դիտորդների ու մամուլի ներկայացուցիչների հավատարմագրման վերջնաժամկետների նվազեցում, ինչպես նաև դիտորդների աշխատանքի խոչընդոտների վերացում,
- զինված ուժերում ազատ քվեարկության ապահովման երաշխիքներ։
Հիշեցնում է Վենետիկի հանձնաժողովի վերապահումները՝ կապված ընտրական համակարգում խոշոր փոփոխությունների հետ, ինչպիսիք են տարածքային ցուցակների վերացումը ընտրություններին նախորդող 1 տարվա ընթացքում։
Նշում է, որ այս վերապահումները պակաս կարևոր են, եթե քաղաքական ուժերի միջև առկա է կոնսենսուս փոփոխությունների վերաբերյալ»։
